SAN DIEGO (KGTV) - When a series of suspicious fires pop up and arson is suspected, law enforcement officials across California have a handy tool that could help track down or rule out potential suspects.“In California there’s a criminal arson registry put on by the California Department of Justice,” said San Diego Police Sgt. Rick Pechin with the Metro Arson Strike Team. “What that registry does is keep track of all arson registrants in the state of California.”The registry is similar to the Megan’s Law database, but it is not available for the public to access. “It’s a law enforcement computer database only,” said Pechin.RELATED: Video shows arsonist suspected of setting Ocean Beach, Point Loma firesOnce someone is convicted of the crime of arson, they must add their name and address to the registry 14 days after they get out of jail or prison. Offenders can even land themselves on the list even if they slip up just once, like burning a pile of an ex's clothing.“Sometimes it was a onetime mistake they may have made in the heat of the moment and it got them on the list for the rest of their lives,” said Pechin.Pechin and his team of detectives with San Diego’s Metro Arson Strike Team recently used the arson registry after a number of fires erupted across Ocean Beach and Point Loma in September.In the specific case, surveillance video revealed who investigators believed was starting the fires.RELATED: Arson teams investigating five suspicious fires in OB and Point LomaWith the description of the possible suspect, a fairly tall, white man with a thin build, MAST investigators went through the arson registry searching for people known to re-offend in the area.His description helped rule out a number of potential suspects.“It’s just as important as a tool used to exclude someone as it is to include them as a possible suspect,” said Mechin.There are random compliance checks for offenders on the list.“The compliance checks are basically just to make sure they still live in the same location that they gave the local police department when they moved in that area,” said Mechin.If the offender has moved, they must notify local law enforcement of their address change.RELATED: Suspect arrested in Carlsbad dealership arson, charged with insurance fraudPechin said officers have had some problems keeping up with chronic offenders.“If we find out that they are out of compliance we will try to track them down and they can be arrested,” he said.Although the registry helped rule out a number of known arsonists In the Point Loma and Ocean Beach suspicious fires case, a suspect was never arrested.Anyone with information is asked to call San Diego Crime Stoppers at 888-580-8477 or the San Diego Metro Arson team at 619-236-6815. 2766

SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act. With the exception of the first tax cut, all of the legislation was passed in the aftermath of the attacks on 9/11.Those past examples may not be the best predictors of what’s to come in our much more polarized political climate, said Goggin.Rather than agree to compromise, the parties now tend to be focused on “doing whatever they can to make the other side look bad enough so that they can regain that [majority] electorally the next time around,” he said.Experts say the Biden Administration could find consensus on several issues like infrastructure spending, targeted immigration reform, regulation on social media companies, and more COVID-19 aid to small businesses.“It's not going to be the big bold platform that Democrats might have been hoping for, but certainly incremental policy change is probably on the table,” said University of San Diego political science professor Dr. Casey Dominguez.“The decisions about that rest very much with the Republicans in the Senate,” she said.A lot will hinge on Mitch McConnell if he remains Senate Majority Leader, she said.“Anything that is going to come through Congress is going to have to be something that Mitch McConnell is willing to hold a vote on,” she said.McConnell blocked 72 percent of President Barack Obama’s judicial appointments in the last two years of his presidency, leaving 105 spots on the bench vacant. SAN DIEGO (KGTV) – Wearing masks and social distancing, churchgoers in Mira Mesa gathered outside of the Good Shepherd Parish Wednesday for a special Veterans Day mass.Under San Diego County's latest move into the purple tier, outdoor mass will be the new normal for the church until we move back into a less restrictive tier.“We want to protect the people,” said Father Michael Pham, a pastor at the Catholic church. “Health is important.”He said since reopening, the church has offered services inside at a limited capacity, outside and online. By Saturday, indoor operations will cease due to the county falling back into the purple tier.“We want to comply with the state and health department,” said Pham. “It’s a challenge, but people seem to adapt very well.”While Pham plans to comply, some others are pushing back.Skyline Church posted a lengthy statement to its website, reacting to news of the purple tier. Part of the message said, “Regardless of what tier the governor assigns to San Diego County, our Board, Trustees, and staff all agree that it is necessary to remain open for the overall health and well-being of our communities.”We saw this happen during the last round of closures. Some churches kept their doors open, saying shutting them any longer would lead to severe problems for people, including mental health issues.The county’s public health officer sent cease and desist letters to a few, but some continued to fight back, arguing that religious services are essential.“Fighting for our religious freedoms and pushing back against government overreach is not only worth the cost, it’s essential,” said the pastors of Awaken Church in a video posted to the church’s website months ago during another closure.Pham said his main goal is to protect his congregants and only reopen once allowed.“We try to do the best we can,” he said. “People are really conscientious about what they need to do, that’s important, that’s the reality that we live in right now.” 1991

SAN DIEGO (KGTV) — With the pandemic prompting San Diegans to wear facial coverings, and practice physical distancing and stringent hand hygiene, flu season's start has been slowed.According to the county's Influenza Watch report published Oct. 21, San Diego County has reported 10 flu cases to date this season, compared to 320 cases at this time last year. Last year's season totaled 20,711 flu cases.The county says no influenza-related deaths have been reported so far this season. The CDC says the flu season in the U.S. typically occurs in the fall and winter, with the season peaking in December and February.County health officials say health precautions due to the coronavirus and an increase in the rate of residents receiving flu vaccinations have kept flu numbers low so far."Influenza activity has been very low so far this season in San Diego County. This may in part be due to the social distancing, hand washing, and mask wearing interventions instituted to reduce the transmission of SARS-CoV2, the virus that causes COVID-19. Seasonal influenza vaccinations are being recorded in the San Diego Immunization Registry at a higher rate than at this same point in any previous season, with 637,696 San Diegans immunized through week 42," the county's report said.Week 42 covers case totals up to the week ending Oct. 17.According to the county, 70% of this year's flu cases cover Influenza A, while 30% include Influenza B. 1445

SAN DIEGO (KGTV) -- Boy Scouts and Girls Scouts from all over San Diego County honored our local veterans laid to rest at Greenwood Memorial Park on Saturday. They placed American flags at the gravesite of every fallen veteran at the cemetery. The event is done all over the country to teach the scouts about patriotism and community service.
