CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change? CHESTERFIELD COUNTY, S.C. — The body of an 11-month-old girl whose disappearance prompted an Amber Alert has been found dead in a diaper box, her mother is reportedly in custody. According to WBTV, the mother, 19-year-old Breanna Lewis, had initially told officials that she was walking to her mailbox carrying her daughter when a man violently stole the baby out of her arms. The baby, Harlee Lane Lewis, was found dead a few hours later.Chesterfield County Sheriff Jay Brooks told The Associated Press on Tuesday that the body was found inside a diaper box in a field about 1,000 yards behind a home in Chesterfield, South Carolina.Brooks says the Amber Alert was canceled “because we don’t think there was a kidnapping.” The mother was then taken into custody and is being questioned, along with other family members, according to WCIV. The mother has been charged with filing a false police report, according to WSOC. (KGTV) — Three people were treated for gunshot wounds and one person was taken into custody in Carlsbad following a shooting Saturday morning.Carlsbad Police responded to calls of shots fired at the Pacific View Apartment Homes complex in the 5100 block of Whitman Way just before 6 a.m.Officers arrived to find a man and woman with gunshot wounds in a courtyard area of the complex. Both were treated by Carlsbad Fire crews and taken to a nearby hospital.MAP: Crime happening in your neighborhoodPolice later located another man with a gunshot wound in the apartment complex. He too was taken to a nearby hospital for treatment.Carlsbad detectives were on the scene Saturday investigating the shooting. They believe the three knew each other and the shooting was not a random act.Police said one person is in custody but did not say whether that person was one of the three who were shot. (AP) — A Colorado woman suspected of trying to sell three human fetuses from the 1920s and a fetal skeleton online has been indicted in California on charges of violating a U.S. law prohibiting the transfer of human fetal tissue.Emily Suzanne Cain, 38, pleaded not guilty to charges Tuesday, KUSA-TV reported .The case has been delayed until Nov. 20 in U.S. District Court in San Francisco, according to court records.The fetuses are believed to be from stillborn infants from the 1920s, court records said.Cain attempted in October 2018 to mail a package from Canon City in central Colorado to an address in the United Kingdom, according to a criminal complaint.The package, labeled "school teaching aids and T-shirts," caught the attention of U.S. Postal Service workers who noticed there was no signature on a customs form certifying the package did not contain dangerous contents, authorities said in the complaint.An X-ray of the package revealed a human-like shape, according to U.S. customs agents at the San Francisco International Airport cited in the complaint.Cain posted on Facebook that she acquired the fetuses from a university lab collection and was selling them for ,000, the complaint said.The specimens were traced to Creighton University in Omaha, Nebraska, the complaint said.University policy calls for specimens that are no longer needed to be cremated and not sold, university officials told investigators.
