RICHMOND, Ind. — Shots were fired at a Richmond middle school Thursday morning.The incident happened at Dennis Middle School, at about 8 a.m. local time. Police say a teenaged suspect is dead after taking his own life.The school district confirmed on Twitter there was an active shooter. The school is secure.The suspect is contained, WRTV in Indianapolis reports.All Richmond Community Schools are on lockdown, the district posted on Facebook. RIVERSIDE, Calif. (KGTV) -- Video shows the moment shots were fired during a shootout in Riverside that killed one CHP officer and left two more hospitalized. The video appears to be filmed by a woman pulled over onto the side of the road near the 215 freeway, where the shooting took place. Three officers were shot and one died as a result of the shooting. The suspect was also killed in the shootout. (AP) — Two major law enforcement organizations have dropped their opposition to California legislation that strengthens standards for when officers can use of deadly force, a shift that comes after supporters made changes to the measure.Spokesmen for organizations representing California police chiefs and rank-and-file officers told The Associated Press on Thursday that they won't fight the measure, which was prompted by public outrage over fatal police shootings.As originally written, the measure would bar police from using lethal force unless it is "necessary" to defend against an imminent threat of death or serious bodily injury to officers or bystanders.That's a change from the current standard, which lets officers kill if they have "reasonable" fear they or others are in imminent danger. The threshold made it rare for officers to be charged following a shooting and rarer still for them to be convicted."With so many unnecessary deaths, I think everyone agrees that we need to change how deadly force is used in California," said Democratic Assemblywoman Shirley Weber of San Diego, who wrote the measure. "We can now move a policy forward that will save lives and change the culture of policing in California."Law enforcement officials did not immediately explain their decision. But a revised version of the bill filed Thursday drops an explicit definition of "necessary" that was in the original version. The deleted language provided that officers could act when there is "no reasonable alternative."The amended measure also makes it clear that officers are not required to retreat or back down in the face of a suspect's resistance and officers don't lose their right to self-defense if they use "objectively reasonable force."Amendments also strip out a specific requirement that officers try to de-escalate confrontations before using deadly force but allows the courts to consider officers' actions leading up to fatal shootings, said Peter Bibring, police practices director for the American Civil Liberties Union of California, which proposed the bill and negotiated the changes."By requiring that officers use force only when necessary and examining their conduct leading up to use of force, the courts can still consider whether officers needlessly escalated a situation or failed to use de-escalation tactics that could have avoided a shooting," he said.Even with the changes, the ACLU considers the bill to have the strongest language of any in the country.Democratic leaders in the Legislature signed on to the revised version, which is set for a key Assembly vote next week. 2634

All these things that are part of the individualistic tradition that sometimes overlap with liberal values, and sometimes just that western culture.”But things are shifting in the Grand Canyon State.“I don’t think we can count it as a red state anymore, it’s not a blue state for sure either,” Hoekstra said.A Democratic presidential candidate has not carried the state of Arizona since Bill Clinton did so 24 years ago in 1996. However, Tuesday night’s election results show Arizona’s Republican preference is shifting. There’s heavy support this election for both Democratic presidential candidate Joe Biden, and U.S. Senate Candidate Mark Kelly. Both gaining major support in areas like Phoenix and Tucson, two of Arizona’s most populous areas.Several factors may be contributing to the political shift. Over the years, Arizona has become a hot spot for transplants from across the country, especially California, a largely Democratic-leaning state. About 60,000 Californians moved to Arizona in 3017 alone, according to Census Bureau data. Then there’s also Arizona’s growing Hispanic population.“The increasing Latino Latina population in this state that happens to be Democratic leaning and identify as Democrats,” Hoekstra said. And then there’s the young people.“The universities are huge and growing and the students seem to be more active.”That’s a change from the new residents Arizona is often known for attracting. “It was a haven for retirees and snowbirds,” she said. “People who don't really want to pay taxes and moved here for those reasons.”State voter registration statistics show a record number of registered voters in Arizona as of November 2020, with just over 4.2 million. For comparison, the state’s population is closing in on 7.3 million people as of last year. Of the registered voters, 35.24% registered as Republican and 32.20% as Democrat. Getting those voters to turn out, is another battle.“Just the candidates themselves mobilize people one way or another, or demobilize some people maybe, too,” Hoekstra explained.
