This is also the second-highest average temperature since 1951 and only 0.3 degrees lower than last August's average of 21.9 C, said Zhu Qiwen, deputy chief of the disaster forecasting and relief department of the CMA.Northwest China's Qinghai Province was hit by its worst heatwave since 1951, with high temperatures also roasting Beijing, Gansu, Tibet and Inner Mongolia.CMA head Zheng Guoguang said the country has been more frequently hit by extreme weather conditions this year.The conditions match predictions in a weather forecast report jointly published by the CMA, the Ministry of Science and Technology and the Chinese Academy of Sciences.It says that China's average temperature rose by 0.5 to 0.8 degrees in the 20th century. And the extreme weather's frequency and intensity are all under dramatic change.The CMA's list of extreme weather events includes heavy rains and floods in East China's Shandong Province and Northwest China's Xinjiang Uygur Autonomous Region where rainfall increased 50 per cent. The severe flooding also triggered landslides, which resulted in 89 deaths in Southwest China's Yunnan Province.Further north and west, Inner Mongolia Autonomous Region, Shaanxi Province and Chongqing Municipality suffered from ongoing droughts.Other events include lightning strikes that killed 109 and wounded another 43 last month. More than 588,000 people were forced to evacuate their homes in Central China's Hunan Province in the wake of Typhoon Sepat, which has left two people dead and seven missing in the province. 

BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.

GENEVA -- China on Tuesday got its first judge on the  World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.

Communist Party of China (CPC) and Taiwan's Kuomintang (KMT) must "hold hands" to cooperate and to prevent crisis across the Taiwan Strait, Hu Jintao, general secretary of the CPC told a visiting delegation. Lien and more than 300 party officials and business leaders arrived in Beijing yesterday after touring provincial cities where they were welcomed by local officials. Lien met with Hu in 2005, and again last year, ending more than 60 years of animosity with the Communist Party. This meeting "will be a reiteration of their consensus for party-to-party cooperation to promote cross-strait peace," Philip Yang, a political science professor at National Taiwan University, said in a phone interview yesterday from Taipei. Win-Win The summit, which is focusing on direct flights, tourism and education, is taking place at a time when Taiwan's Democratic Progressive Party is accelerating efforts to split China's sovereignty. "We must insist on a win-win goal," Lien said to Hu. "Building mutually beneficial relations is a global trend. We must work closer together to achieve this." Since Lien's historic meeting with Hu in 2005, Beijing has allowed Taiwanese professionals to be accredited on the Chinese mainland and given Taiwanese students equal treatment in mainland universities. Cross-strait charter flights for Taiwanese investors living on the mainland have been expanded to all major holidays. In addition, Beijing opened its markets for tariff-free imports of Taiwanese fruit. Pandas Rejected The mainland offered Taiwan a gift of a pair of pandas, which "President" Chen Shui-bian and his "government" rejected. Beijing also offered to allow the Olympic torch relay to cross Taiwan's soil as a sign of goodwill in the run-up to the 2008 Beijing Olympic Games. The DPP-led "government" has promoted Taiwanese ethnic identity and tried to eliminate mainland culture, a move contrary to the interests of most Taiwanese, Lien said in his opening speech to the summit. "The DPP has reversed growth, caused political tensions and isolation and escalated an arms race and economic marginalization for Taiwan," Lien said. The DPP's moves are "dangerous and escalate cross-strait military tensions," Jia Qinglin, chairman of the mainland top political advisory assembly, said at the beginning of the summit.
