SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. The actions of a few can cost the lives of many. "Due to the number of people continuing to gather at city parks, trails and beaches, the City of Carlsbad announced it will temporarily close these public areas starting March 23 to help slow the spread of the virus that causes the COVID-19 disease," a city release stated.Carlsbad Police will enforce the closure using an "education-first" approach before issuing citations, the city said. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Officers began closing off parking lots, and even Fiesta Island, after dense crowds were seen at local beaches."The intention is to decrease the transmission of COVID-19," Wooten told reporters. "When we start to see our numbers come down, that's when we will reevaluate.""All these strategies are being done to flatten the curve."Also Monday, the State of California said it was closing state parks to vehicular traffic at some park units to reduce the density of visitors. "State Park Peace Officers, in cooperation with allied law enforcement entities, will continue patrolling all state park units and enforcing all regulations," the state said in a news release. SAN DIEGO (KGTV) -- Some places of worship around San Diego County appear to be planning to continue holding services on their property despite the state’s order regarding indoor operations.On Monday, Gov. Gavin Newsom announced pandemic-related restrictions for certain businesses and activities, and places of worship were included on California’s list.Via a Wednesday evening livestream, Kearny Mesa-based Awaken Church broadcasted their service in which there were people in attendance. On their website, Awaken Church promoted in-person women’s prayer meetings held at each of their campuses.ABC 10News asked church leaders to clarify the meeting, and an Awaken pastor said they were holding a prayer protest.At the church’s Balboa Avenue campus, a disclaimer is posted on doors that reads, in part: “By entering this building where COVID-19 virus may possibly exist, despite efforts and attempts at utilizing and employing CDC Public Health Guidelines, you take full responsibility for the decision to attend our services and activities.”A viewer brought a Facebook post by Lighthouse Baptist Church to ABC 10News’ attention. In the post, the Lemon Grove church says, in part: “We are aware of the current mandates of our Governor and County. But, by God’s grace will continue with their current schedule of live worship services on the property.”It’s unclear whether those services will be inside or outside.ABC 10News reached out to both churches for further comment, but neither have returned calls as of late Thursday morning.A woman who asked not to be identified told ABC 10News that her church also invited her back. She said she believes the places of worship that stay open are doing more harm than good.“They want things to be back to normal, everyone does. But they aren’t being realistic about it. I think they need to wait this out and be patient and slow the spread and it will be safer for parishioners, and the community and U.S. at large,” the woman said.As far as the enforcement of the state’s order, if the place of worship falls under San Diego County jurisdiction, it will be up to the sheriff’s department.If it’s within the city, it will be up to the police agency in that city to enforce. 2227
SAN DIEGO (KGTV) – San Diego’s tourism industry is preparing for a hit with restrictions and travel advisories in place ahead of the holidays.Since the onset of the coronavirus pandemic in March, research shows the San Diego region has lost .6 billion in tourist money.Last week, Gov. Gavin Newsom announced California, Oregon, and Washington were issuing a travel advisory, asking people to self-quarantine for 14 days if they’ve traveled out of the state or out of the country.The announcement coincides with the CDC urging Americans to stay home and not travel over the holidays.Local hotel owner Bob Rausch said he believes this won’t just hurt his business, but San Diego’s tourism in general. Rausch said tourism is an important part of the city’s economy.“Even if you don’t work directly in the industry, you likely are getting the benefits of tourism,” said Rausch. “I don’t see any good news for the next six months because it’s not our peak season, there are no corporate travelers coming because of all the restrictions. And there aren’t any groups allowed in the state. And leisure travelers are being told to stay home and that was our only business.”It's grim news for business owners who are trying to keep their doors open, and economists are predicting it will take five years for San Diego’s tourism to recover. 1339
SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement.The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education.The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges.That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field.The test blind policy may not be permanent though. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. Both Zillow and Bankrate listed San Diego as one of the nation's most challenging housing markets for first-time buyers. 2333
