SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. RELATED: Police arrest man suspected of biting Hillcrest restaurant workerThe victim and other patients in the room began screaming. “When staff members responded, Arline ran away,” police wrote in a news release. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). RELATED: Hillcrest restaurant reopens after one week after shootingInvestigators identified Arline as the suspect and, with the help of the California Department of Corrections and Rehabilitation, Arline was arrested. Arline is currently being held on a parole violation. He will face multiple felony counts that include burglary, felony sexual assault, and elder abuse charges, according to police.Administrators with the nursing home sent 10News the following statementWe are grateful authorities have apprehended a suspect who entered our community illegally and assaulted one of our residents. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

  

SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

  

SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. Anyone with information on his whereabouts is asked to call San Diego Police at 619-531-2000. 837
