CALEXICO, Calif. (AP) — Authorities are investigating the death of a man who was hit by a vehicle driven by a U.S. Border Patrol agent near the U.S.-Mexico border. U.S. Customs and Border Protection says the incident happened about 8:40 p.m. Friday when the agent was driving to a spot along the border to investigate reports of people illegally crossing it. CARLSBAD, Calif. (KGTV) -- Cameron Wetzler's downtown skate shop almost made the Guinness Book of World Records for being the smallest skate shop on Earth. Instead, the building could be torn down.In July, Wetzler subleased the 100-square-foot building in a downtown Carlsbad parking lot and opened Elm Street Board Shop. He had a local artist spruce up the outside with images of Carlsbad at sunset and a Freddie Krueger theme."All the kids have been skating here for two generations and anybody who lives down here always thought this should be a skate shop," he said. A Carlsbad family is proposing to turn the site into a glassblowing operation that would offer classes, demonstrations and shopping."The last thing we want to do is another coffee shop or condos," said Mary Devlin, who would own what's being called Barrio Glassworks. "We really wanted it to be part of the look of Carlsbad and to fit with sort of the real local community."Devlin said glassblowing is becoming rare these days, and was inspired after a trip to Murano Island in Venice with her son. The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. With pandemic protocols and precautions in place, experts estimate a record-breaking number of mail-in votes this election cycle.Voting by mail has been in place for more than 150 years – since the Civil War.“It's become so common in the United States that since 2010, about a quarter of the electorate has voted by mail in federal elections,” said Lawrence Norden, director of the Election Reform Program at the non-partisan Brennan Center for Justice.Some states have what’s known as a universal vote-by-mail system, which means they mail ballots to all their voters. But in most states, voters must request an absentee ballot.“Most of them have made exceptions for 2020, because of COVID and so what we have left is only a handful of states where you need an excuse to vote by mail,” said Norden.According to the National Conference of State Legislatures, normally 34 states and Washington, D.C. allow no-excuse absentee/mailed ballot voting.
