SAN DIEGO (KGTV) - A first of it's kind scholarship is up for the taking for female high school seniors pursuing a college sports career.Solana Beach athletics wear company, HYLETE, calls it their "GRACEDBYGRIT" scholarship."We all experience these gritty moments in our lives and those gritty moments are what define us, they give us our strength and it's what you do with those gritty moments that gives you your grace," Vice President of HYLETE Kate Nowlan said.Nowlan played Softball and swam in high school. She said sports have a huge impact on young women, "they have a greater chance of success professionally but also their self confidence is higher."A 2014 Ernst & Young and espnW study found 52% of female executives played sports in college. "This is one small way we can contribute to someone's success," Nowlan said, referring to the ,000 scholarship they're awarding for the first time.High school seniors must have a minimum 3.0 GPA, be pursuing college sports and have a story of overcoming adversity. The applicant must write an essay and complete a short video describing that trying moment and how it taught her grace.Nowlan said her grit came when she was 20-years-old and became Maggi's mother, "she was often in my front pack while I finished my degree which was definitely a graceful way of doing it, but a really hard time in my life." She said she's thankful for the support system she had that helped her through it."We're hoping we can raise more awareness toward the foundation, raise more money, give out more scholarships," she said.HYLETE gives 1% of all women's apparel sales to the GRACEDBYGRIT foundation scholarship fund. SAN DIEGO (KGTV) - A 15-year-old boy was arrested in connection with the shooting death of his father inside their Scripps Ranch home.At 8:39 p.m. Sunday, San Diego police responded to a report of a shooting at a home in the 11200 block of Affinity Court, near Scripps Ranch Boulevard.10News learned the suspected shooter's brother called 911 to report the incident.Officers arrived to find a 46-year-old Vietnamese man lying on a bedroom floor with at least one gunshot wound to his upper body. After life-saving efforts by paramedics, the man -- who was not immediately identified -- was pronounced dead at the scene.Officers combed the condominium complex and nearby area for the suspected shooter, who was identified as the victim’s 15-year-old son, but could not immediately locate him. Authorities later added that the boy is a Mira Mesa High School student. At about 1 a.m. Monday, officers responded to a reported sighting on Scripps Poway Parkway and saw the boy walking down the street. He was apprehended, and 10News learned the boy had a gun and additional ammunition with him at the time of his arrest. 1133

SAN DIEGO (KGTV) -- A bill created to improve warehouse working conditions has passed the state's Senate Labor Committee.Assembly Bill 3056, authored by Assemblywoman Lorena Gonzalez, ensures warehouse workers can take a restroom break, use a hand-washing station, drink water, or take a legally mandated break without fear of being fired.“We shouldn’t need to write a bill to make sure warehouse workers are able to take a restroom break or wash their hands without being reprimanded. But time and time again, Amazon has shown disregard for the safety of their workers -- even during this ongoing public health crisis,” Gonzalez said.AB 3056 not only applies to Amazon workers, but also to those who work at Target, Walmart, and other retailer warehouses.There has been an exponential rise in online sales leading to several companies adding automated systems to control the workflow. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355
SAN DIEGO (KGTV) -- A federal judge ordered that the Trump administration reinstate the Deferred Action for Childhood Arrival program, also known as DACA. The DACA program - which protects nearly 800,000 undocumented immigrants brought to the United States as children from being deported. While the decision has been made, it won't be an easy road for the people involved. The restart is delayed until August 23, to allow the government time to appeal Judge John Bates' decision. For Dreamers like Ali Torabi, Friday's win is just the latest in the political tug of war.RELATED: San Diego Dreamers heading to the Capitol“I was preparing for, in the next four days, the complete opposite," Torabi said. He believed he might be deported. "I was actually working on my med school applications, and I was like, ‘I need to get my things together now.’”Torabi is a DACA student from Iran and a 22-year resident of San Diego. He said Judge Bates' decision is huge for the undocumented immigrants protected by the program. But being in constant limbo can be emotionally draining. "Having this back and forth, where one day we don’t know if we’ll have any protection and were up to be potentially deported or detained, to telling us, well yea we’ll keep the protections...it’s difficult," he said. "I’m not going to lie to you, it’s emotionally difficult.”It isn't over yet. Judge Bates ruling could conflict with another decision on the program - expected to be ruled on by a federal judge in Texas by as early as next week.The Texas Attorney General calls the program unconstitutional because it came from an executive order.“It invites future presidents to ignore the law, ignore the will of the people, and set their own policies on the second amendment, privacy rights, drug laws, or any other important issues debated in Congress," said Texas Attorney General Ken Paxton. SAN DIEGO (KGTV) -- A group of California lawmakers is asking for an emergency audit of the state's Employment Development Department (EDD).In a letter sent to the Joint Legislative Audit Committee, legislators claimed that EDD had failed Californians when it's needed most.The letter said, "EDD reported that it has processed 9.3 million unemployment insurance claims and distributed about billion in benefits. Yet some 1 to 1.2 million potentially eligible applicants, including those that filed in March, are still waiting on payments. EDD's actions or lack thereof have real consequences: people are depleting their life savings, going into debt, and are unable to pay rent and feed their families."For months, Californians have complained to lawmakers and news outlets saying EDD was struggling to get them money. Many described calling the department hundreds of times a day trying to speak with someone about a filed claim."I'm not going to be able to pay rent, and I'm not going to be able to pay my insurance," said San Diego County resident Jaedra Miller.Miller says she was receiving money from EDD, but after a few payments, something changed."They just flagged my account, and I've been trying to figure out why," she said. "I've been calling, and I completed the paperwork they sent me."Miller said there's an issue with the effective date on her claim. She told reporter Adam Racusin she believes the dispute caused the money to stop."It's just so incredibly frustrating," Miller said. "I've tried so many avenues, and I just, I really feel helpless."In the past six months, the Employment Development Department has taken a verbal beating from Californians and their lawmakers.During a May hearing, lawmakers told the head of EDD they're hearing from constituents who are struggling in the application process, being denied with no explanation, and having difficulty getting in touch with anyone at the department."We've never heard the type of suffering that people are experiencing right now, not just in regard to the pandemic, but when they call your bureaucracy," Assemblymember David Chiu said at the time. "The feedback we're getting is atrocious."Later that month, EDD said in a press release, "The Employment Development Department (EDD) will hire approximately 1,800 new temporary full-time and hourly staff over the next several weeks from throughout California to bolster the delivery of critical Unemployment Insurance (UI) services to workers impacted by the COVID-19 pandemic. The workers will be trained in skills including call center operations, processing UI claims, and analyzing documents from claimants and employers to make wage determinations for benefits."EDD says that since March, the agency has redirected more than 600 staff from other units and 700 staff from other departments to assist the UI branch. The agency adds that it has been given approval to hire 5,500 new temporary employees, and that more than 5,200 employees have been approved for hire and more than 3,600 are in various stages of onboarding, training, and deployment.The state agency said it could not comment specifically on Miller's claim."Due to the legal confidentiality of Unemployment Insurance (UI) claimant information, we cannot discuss any details related to an individual’s case. Media Services does not have access to specific claimant information, nor the authority to share an individual’s claims details. As individual claims issues are often unique to each claimant, they are best mitigated by the UI analysts who are working the individual cases. We have added Ms. Miller to a claimant referral list that has been sent to our Unemployment Insurance branch, which handles benefits claims processing," a spokesperson said.In a press release on Aug. 27, the agency did say it has disbursed more than billion in benefit payments since March.The release stated, "EDD has processed over a total of 11.0 million claims for Unemployment Insurance (UI), Pandemic Unemployment Assistance (PUA), and benefit claims extensions over that timeframe. The average amount of benefits paid daily by EDD over last week (4 million) was 967 percent higher than the daily average paid over the same week at the height of the Great Recession ( million) in 2010."The group of lawmakers calling for an audit ask that EDD, "Assess the reasons for backlogged unemployment insurance claims (claims) and the effectiveness of EDD's efforts and timeframes for eliminating the backlog. Evaluate the effectiveness of EDD's actions to improve call center performance and response time. This includes EDD's hiring, onboarding, and training efforts to increase call center staffing levels. Determine the magnitude of EDD's claims workload, including the number and percentage of claims that were approved, denied, pending, and backlogged since the beginning of the pandemic. Assess EDD's call center capacity and determine trends in the volume of call received, the time it takes EDD to respond to callers, the percentage of callers connected to a representative, and the number of calls during which the caller was disconnected from the call." 5161
