 SAN DIEGO (CNS) - The San Diego County Board of Supervisors will consider an appeal Wednesday intended to block construction of a Hindu temple on county land.Community members are concerned that a proposed Sringeri Vidya Bharati Foundation temple may increase traffic and have a "negative impact on community character," according to the county.The 10-acre building is proposed for a vacant 19-acre plot north of and adjacent to Old San Pasqual Road and south of State Route 78, between Summit Drive and San Pasqual Trail.The county Planning Commission approved a major land use permit for the temple in February.County Planning and Development Services officials recommend that supervisors deny the appeal so construction can move forward. 759

With Washington a little more than 24 hours away from a partial government shutdown, the House of Representatives on Thursday passed a spending bill that includes an additional billion for President Donald Trump's long-promised border wall. The vote was 217-185.The billion is in line with what the President has requested of Congress, but passage of the measure doesn't appear to have moved Washington any closer to averting a shutdown at the end of the week.That's because the bill next heads to the Senate, where it is expected to be dead on arrival due to opposition over the border wall money.Democrats have already made clear they will not support billion for the wall, and any spending measure would need bipartisan support to pass in the Senate.The question now is whether a partial shutdown can still be averted. Funding will expire for several key government agencies at midnight on Friday. If the deadline is not extended, those agencies will shutter just days before Christmas.Just a day ago, lawmakers had appeared on track to stave off a shutdown after the Senate passed its stopgap funding bill with top congressional Republicans signaling that they expected the President to sign the measure.But the outlook changed drastically on Thursday as Trump ratcheted up his rhetoric and suggested again that he is not willing to accept anything less than his billion demand.House GOP leaders had emerged from a meeting with the President at the White House earlier in the day saying that Trump had told them he would not accept the stopgap measure passed by the Senate, which did not include the border wall funding he wanted.That news threw many lawmakers into a tailspin as confusion and uncertainty over what would happen next dominated the day on Capitol Hill.Rep. SAN DIEGO (KGTV) -- A potential partnership between the San Diego Unified School District and UC San Diego could help prevent the spread of the coronavirus within the school district.On Tuesday, officials with SD Unified and UC San Diego will discuss a collaborative effort that will provide COVID-19 testing -- with rapid results -- for district students and staff members every two weeks.Under the proposed testing program, all students and staff would be tested even if no symptoms are shown. The plan is to get their more than 100,000 students and 15,000 staff members tested twice a month.School Board Vice President Richard Barrera said, “We can’t wait for the federal and state government to provide so we can reopen our schools. We have to take the initiative ourselves ... being able to test on our campuses both students and staff is the best way to get large numbers of people being tested. UC San Diego would bring health professionals onto our campuses to do the testing.”San Diego Unified School District schools are currently in Phase One of the district's reopening plan. Under Phase One, which began Oct. 13, teachers have returned to campuses to provide appointment-based, in-person instruction for elementary school students identified as having “the greatest needs.”Phase Two of the district’s reopening plan would begin for elementary school students on Jan. 4, 2021.
