However, it has several vacancies and there are always empty parking spaces. Now, it appears to be in for a major overhaul that would help it fit right in with Westfield UTC. Owner Regency Centers is moving toward tearing down the entire mall, except for the McDonalds and gas station/car wash on the southwest end. It would then rebuild the retail portion, with the same community serving stores. But, this time, it would add a 200-room business hotel, and 400,000 square-feet of biotech office space, partnering with Alexandria Real Estate."The neighborhood is the most dynamic neighborhood, not only in San Diego County, not only in Southern California, not even on the west coast," said John Murphy, who is leading the project for Regency Centers. "It is one of the most dynamic pieces of property in the country."The San Diego Planning Commission unanimously recommended the project for approval Thursday. It will next go before the City Council, likely in October. If all goes as planned, ground could break in 2021, with the retail portion ready by the holidays of 2023. 1458

Pete Wilson has been removed from a San Diego park after critics said the governor supported laws and policies that hurt immigrants and LGBTQ community members. The 13-year-old statue near Horton Plaza Park was removed by Horton Walk, the nonprofit that owns it. Earlier this week, Latino and gay rights groups held a news conference in front of the life-sized bronze sculpture calling for its removal. SAN DIEGO (CNS) - A 47-year-old man accused of intentionally driving a pickup truck off Sunset Cliffs and into the ocean with his twin toddler daughters inside pleaded not guilty today to attempted murder, kidnapping and other charges.Robert Brians, who is also charged in the 13-count criminal complaint with child abuse, making criminal threats, child abduction and burglary, is being held without bail and is due back in court July 22 for a readiness conference.He allegedly drove into the water on the morning of June 13 with his 2- year-old daughters inside the truck. The girls were hospitalized in stable condition, according to a GoFundMe page created to raise money for their medical bills.About 4:30 a.m. that day, the toddlers' mother called 911 to report that Brians had taken their children without permission and allegedly contacted her via ``numerous calls and texts ... clearly stating she may not see (them) again,'' according to the GoFundMe.com page.He allegedly threatened to drive the vehicle off the Coronado Bay Bridge, but was later spotted by officers on Hill Street near Cornish Drive and sped off, careening over the side of a cliff and landing upside down in the water, according to police.Moments later, a canine officer also responding to the emergency, 22- year SDPD veteran Jonathan Wiese, arrived in the area. Reaching the scene of the crash and seeing Brians' pickup upside down in the water, Wiese grabbed a long leash he uses for his service dog, wrapped it around his chest, gave the other end to fellow officers and rappelled down the precipice.Wiese then swam out to the foundering truck and rescued the children and Brians. SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Anurag Mehrotra, a professor of finance in San Diego State University's School of Business, said being unable to transfer the property tax basis does equate to a tax penalty."The person did not light his own house on fire, he was continuing to live there. I lost my house, now I have to buy a more expensive house," he said. "And when I get reassessed I'm basically going to be charged a higher amount." Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. SALT LAKE CITY — A pair of best friends who met while studying at Utah Valley University are taking a long, unique journey to deliver a message of peace.James Alan Thompson of Sandy and his friend Paul T. Chavez are walking across the United States.Their journey began on June 24 in San Francisco. They hope to complete the 3,000-mile journey in Washington, D.C., by December.They were inspired to make the trek after seeing civil unrest and protests erupt across the country.“What is it we can do to make an impact, instead of just complaining about what’s going on,” Thompson said. “Talk to people in person and talk to them about how they have received kindness in their lives."The friends hope that by connecting with individuals from all walks of life and from all over the country, they can show there is much more that unites people than divides.“It’s touching one life at a time, one day at a time,” Chavez said. “We are opening up a space for this conversation about peace.”“There are good people in this country. This country is not as divided as some think it is,” Thompson said.Thompson and Chavez are walking about 20 miles per day. They expect to pass through Utah sometime in August.“Once we reach Salt Lake City we will do a day of kindness where we bring people together.
