San Diegans already pay some of the nation's highest gas taxes, and they're about to fork over even more at the pump.On Wednesday, the state will raise the per-gallon tax by 12 cents to 41.7 cents per gallon. That's on top of existing state and federal taxes drivers pay on regular gasoline. Gov. Jerry Brown and the state legislature approved the increase earlier this year to help fund state and local transportation projects. There's an interactive project map here. The new tax is supposed to generate about billion over the next 10 years. "For us just regular people, we don't have the extra money to pay for gas, especially with the commute," said La Mesa resident Anneke Crowder, who was filling up Monday. But there is one force at play that could lessen the hit from the increase. The day the tax goes up, Wednesday, is also the day that gas stations can start selling the less expensive winter blend.Marie Montgomery, a spokeswoman for the Auto Club, says that should cut the gas price about 6 cents, offsetting half the increase.Diesel drivers will be hit harder on Wednesday, when the per-gallon tax increases 20 cents, and the sales tax goes up to 13 percent. On Monday, the average gallon of regular gas cost .05 in San Diego, and Diesel .14.  1308

SAN DIEGO — It appears the Congressional seat vacated by Republican Duncan Hunter will remain in Republican hands, according a new scientific poll.The ABC-10 Union-Tribune scientific poll shows Republican Darrell Issa leading Democrat Ammar Campa-Najjar 51 percent to 40 percent, with 9 percent undecided. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. "I think my 18 years of support for pro-business, pro-50th type voting has allowed me to whether some pretty egregious claims of, somehow, corruptness and so on," he said. Campa-Najjar declined an interview Tuesday, but released this statement: “I’m inviting voters to reach me personally at 619-721-5148. The only poll that matters is on Election Day, and CA-50 voters have defied the odds time and time again. Darrell Issa is trying to buy and lie his way back to Congress. But CA-50 voters know me, I’ve spent the last four years listening to their needs. SAN DIEGO (CNS) - A 28-year-old man was hospitalized Monday with non- life-threatening wounds to his leg and hand after he was shot by another man in a parking lot near Mission Bay, police said.The shooting happened around 7:10 p.m. Sunday in a parking lot in the 2600 block of Ingraham Street, north of West Mission Bay Drive, San Diego police Sgt. Kevin Gibson said.The 28-year-old man was standing alone in the parking lot when another man approached him and fired five shots, striking the victim in the leg and the hand, Gibson said.The victim was taken to UC San Diego Medical Center for treatment of his injuries, which were not believed to be life-threatening, the sergeant said.No detailed suspect description was immediately available.One person was detained at the scene and later arrested on unrelated charges, Gibson said. The nature of those charges was not disclosed.Detectives from the San Diego Police Department's special operations unit were investigating the circumstances leading up to the shooting. 1027

  

SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K. White.He and Dan Garner are representing Ryans. They said they believe police violated Ryans' civil rights. They have filed a Notice of Claim with the Salt Lake City Police Department.If the city doesn't respond in 60 days, they said they will file a lawsuit."He wasn't running. He wasn't doing anything that would have the officers have used this type of force," Garner said. "And so, his biggest goal in this ... is to add to the conversation that we're having as a nation. That this can't happen again. We need to learn from this."On Wednesday afternoon, Salt Lake County District Attorney Sim Gill announced his office will screen the evidence for any criminal conduct.“I read the story yesterday in the paper like everyone else. What we witnessed was concerning enough to ask for all relevant material.
