SAN DIEGO (CNS) - San Diego-based medical technology company Phamatech and its CEO have agreed to pay more than million to resolve allegations that they submitted false claims to Medicare and received government reimbursements for unnecessary lab testing, the U.S. Attorney's Office said Friday.Prosecutors allege the company paid kickbacks to a medical clinic, which in return ordered Phamatech lab testing for its patients enrolled in Medicare.Over the course of about two years, Phamatech, which manufactures diagnostic devices and provides lab testing services such as drug and alcohol tests, paid a per-specimen fee to Imperial Valley Wellness in exchange for referrals of urine samples from Medicare beneficiaries, according to the U.S. Attorney's Office.Many of the samples referred to Phamatech were not necessary and thus ineligible for Medicare reimbursement, prosecutors said.The company, along with its CEO and founder Tuan Pham, agreed to pay ,043,484 to settle allegations that Phamatech violated the federal Anti- Kickback Statute and the False Claims Act.The U.S. Attorney's Office said the allegations were originally brought in a lawsuit filed by former Phamatech employee John Polanco, who will receive 7,392 from the settlement proceeds. 1273

SAN DIEGO (CNS) - The Collaborative Clinical Trials Unit at UC San Diego has been selected to lead and administer an international seven-year, million grant for HIV/AIDS clinical trials.The National Institutes of Health selected UCSD, along with other American, South African and Indian research hospitals, as part of its seven-year HIV/AIDS funding renewal. Every seven years, NIH competitively renews its funding of the HIV clinical trials networks operating in the United States and internationally.During the current application process, the UC San Diego AntiViral Research Center, University of Colorado Hospital, Houston AIDS Research Team and Durban International clinical research sites were chosen to work collaboratively on research priorities for the NIH/National Institute of Allergy and Infectious Diseases HIV/AIDS Adult Therapeutics Clinical Trials Network.The Chennai Antiviral Research and Treatment Center, University of Southern California and University of Miami clinical research sites were also chosen to join UCSD to serve as qualified reserve or protocol-specific sites as needed for future clinical trials."UC San Diego has helped shape HIV/AIDS research and treatment through innovative research since the inception of the adult and pediatric therapeutic clinical trials networks in 1986," said principal investigator Dr. Constance A. Benson, director of UCSD's Antiviral Research Center."Together, the seven clinical research sites selected by the NIH for the HIV therapeutic clinical trials network bring together a wealth of scientific expertise, experience and the high quality performance required to conduct complex clinical trials," she said.Abouty 38 million people are living with HIV/AIDS globally, with 1.7 million acquiring HIV in 2019 alone. In the United States, 1.2 million people are living with the virus.The UCSD-led clinical trials unit serves several regions in the United States burdened by chronic and new HIV infections as well as global regions impacted by both HIV and tuberculosis.The unit will investigate therapeutic strategies aimed at a cure for HIV, including evaluating viral persistence, researching antibody approaches to treatment and prevention and investigating treatment of inflammation and its impact on HIV comorbidities.In addition, investigators will study new drugs including long-acting drug formulations for HIV treatment and prevention, HIV-related coinfections and comorbidities -- including metabolic and end organ complications and a hepatitis B cure, as well as the treatment and prevention of tuberculosis, including TB preventive vaccines, in persons with mono- and HIV-coinfection."We are honored to lead a talented pool of investigators in a common goal of advancing research that clinically benefits people living with HIV," Benson said. 2830

SAN DIEGO (CNS) - San Diego Superior Court officials warned the public Thursday about a scam targeting the Hispanic community in which a scammer reportedly threatens to arrest people unless they pay for items they never ordered.According to court officials, a woman recently showed up at court looking for a fictional courtroom number. She had been told there would be a hearing on her refusal to pay for items the scammer said she purchased.The woman was told to either pay ,500 or be taken to court. When she came to the courthouse, the woman discovered there was no such case and the threat was a scam.When court staff dialed the phone number provided to the potential victim, the person who answered said she would only speak in Spanish.Superior Court officials are now warning vulnerable non-English speakers about the scam."It appears these scammers are targeting members of the community they believe won't go to authorities or show up at a courthouse," said Executive Officer Michael Roddy. "It appears they believe they can just take the money and no one will report them."These scams happen every year; sometimes they tell people there are charges for failing to show up for jury services or charges for clearing up arrest warrants; this time it's charges for not paying for ordered items," Roddy said. "Once again, we want the public to know the court or law enforcement will not call you with this type of issue and court will never, ever demand cash as the way to make charges go away."The public is told to simply hang up or contact law enforcement if the scammer gets aggressive. 1604

  

SAN DIEGO (CNS) - Police are searching for a hit-and-run driver who fatally struck a pedestrian near a Logan Heights intersection.The crash happened around 8:50 p.m. Monday near the intersection of 25th Street and Imperial Avenue, east of Interstate 5 and south of state Route 94, San Diego Police Officer John Buttle said.A man, whose age was not immediately available, was walking westbound in the left-turn lane of Imperial Avenue when he was struck by a vehicle heading eastbound on Imperial, Buttle said.ABC 10News learned the victim was dragged several yards; the driver of the suspect vehicle, described as a silver or gray two-door sedan, fled the scene without stopping.No description of the driver was immediately available.The victim was taken to a hospital, where he was pronounced dead, the officer said. SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548
