The department plans to transfer around 6 million for ICE detention beds, as well as transportation and deportation, the official said.The department will not pull funds for detention beds from the US Secret Service, the Office of the Inspector General, and the Office of Intelligence and Analysis."In this case, this is a must-pay bill that needed to be addressed," said the official."We would not say that this is with no risk," said the official, who added that it was done in ways to "minimize the risk" to agencies that are losing funding.FEMA said in a statement to CNN, "This transfer of funds to support the border emergency will leave a remaining balance of 7 million in the DRF (Disaster Relief Fund) Base account. Based on DHS and FEMA's review of historical emergency spending from the DRF Base account, this amount will be sufficient to support operational needs and will not impact ongoing long-term recovery efforts across the country. The DRF Majors account, which provides funding for ongoing recovery efforts, including those supporting communities impacted by the 2017 disasters, has a current balance of approximately billion and is not impacted by the reprogramming."It's not uncommon for departments, including DHS, to reprogram funds. Congress should work to undo the damage this Administration is continually doing to our homeland security infrastructure," the Mississippi Democrat added.DHS plans to transfer .8 million from the Transportation Security Administration for immigration enforcement, according to a document obtained by CNN.Earlier this year, funds for additional detention beds -- as the administration has repeatedly pushed for -- became a sticking point in appropriations negotiations.Democrats argued that by allowing ICE to up the number of detention beds, the agency would have the capacity to pursue a broader population of undocumented immigrants, including those without criminal records. But Republicans view the number of detention beds as central to limiting the release of detained undocumented immigrants into the US as they await hearings.In the end, the spending bill included funding for an average 45,274 detention beds per day, with the intent to return to 40,520 by the end of the fiscal year, which is the level funded in the last fiscal year, but short of the administration's request of 52,000 detention beds. The reprogramming of funds will up ICE's bed count to roughly 50,000.In recent months, however, the agency has been consistently holding more people in detention: As of August 10, 55,530 people were in immigration detention, according to the agency.Last year, the department was also sharply criticized for shifting around million from the Federal Emergency Management Agency's operating budget to fund immigration detention and deportations. The administration also quietly redirected 0 million from multiple parts of DHS to ICE last summer, according to a congressional document released last fall.The latest shift in funds will also pull more money from FEMA -- .4 million for detention efforts.Additionally, .3 million will be transferred from DHS' cyber agency.DHS resources have been stretched thin amid an influx of migrants at the southern border. Three Gulf Coast states were placed under a Tropical Storm Warning on Friday as Tropical Storm Cristobal is setting its sights for the US late Sunday. According the National Hurricane Center, Cristobal is a minimal tropical storm along the Yucatan Peninsula of Mexico with top winds of 40 MPH. The slow-moving storm has dumped heavy rain over the Yucatan Peninsula this week.After stalling out over the Yucatan Peninsula, the National Hurricane Center projects the storm will move across the Gulf of Mexico this weekend before coming ashore late Sunday. Parts of the Louisiana, Mississippi and Alabama coast are under a Tropical Storm Watch.The Atlantic Hurricane Season is off to its most active start in recorded history. Cristobal is already the third named storm of 2020. No other hurricane season has had three named storms this early in the year. Most major projections are calling for an abnormally busy hurricane season in the Atlantic. The storm is forecast to remain a tropical storm through landfall, although the National Hurricane Center expects Cristobal to strengthen into a strong tropical storm by landfall. Among the locations under a Tropical Storm Warning is New Orleans, which is one of the most susceptible cities to flooding in the US. Louisiana Gov. John Bel Edwards declared a State of Emergency ahead of the storm. Along with heavy rains and gusty winds, tornadoes and storm surge are also possible with Cristobal. 1453

  

The United Autoworkers Union has reached a tentative agreement with Ford. This comes after almost two weeks since the UAW reached a tentative agreement with General Motors that was ratified by the rank and file last week. The financial terms of that are used as a pattern by the union to get similar terms from Ford and Fiat Chrysler. Ford has 55,000 hourly workers in the US, more than the 46,000 who went on strike against GM for 40 days. There was no work stoppage at Ford.Big issues in talks with GM were terms for lower-paid workers who were in-progression or temporary workers. Similar to GM, Ford says 34% of its workforce is in-progression and 6% is temporary. The terms of this Ford agreement are not yet known.Here’s the official word from the UAW:The UAW Ford National Negotiators, UAW President Gary Jones along with UAW Vice President Rory Gamble, Director of the Ford Department, have announced that they have reached a proposed tentative agreement.“Our national negotiators elected by their local unions have voted unanimously to recommend to the UAW-Ford National Council the proposed tentative agreement,” Gamble said. “Our negotiating team worked diligently during the General Motors strike to maintain productive negotiations with Ford. The pattern bargaining strategy has been a very effective approach for UAW and its members to secure economic gains around salary, benefits and secured over billion in major product investments in American facilities, creating and retaining over 8,500 jobs for our communities.”“Out of respect for our members, we will refrain from commenting or releasing full details of the agreement until the UAW-Ford Council leaders meet and review the details,” Gamble added.Ford also released this statement: "Ford can confirm the UAW’s announcement that the UAW and Ford have reached a proposed tentative agreement on a four-year contract. Further details will be provided at a later date."UAW President Gary Jones thanked the national negotiators for their hard work. “Vice President Gamble, his staff and the Ford negotiating team have worked tirelessly to reach an agreement that preserves job security and rewards UAW Ford members for their quality work,” said Jones. “These were long and hard hours, but I feel confident they were able to secure a contract that protects our member’s future.”The UAW-Ford National Council will meet to go over details of the proposed Tentative Agreement.
