(CNN) -- California is the latest state to allow people to take home and eat animals they accidentally hit on the road, including deer, elk, pronghorn antelopes and wild pigs.Senate Bill 395 was among a handful of other bills Gov. Gavin Newsom signed into law last week.The bill, brought forth by Sen. Bob Archuleta, authorizes the state's Fish and Game Commission to develop a pilot program which, through the help of an online portal, would issue free permits to anyone who wants to take the animal they killed on the road home to eat.To get permits, residents would have to record in the portal "the location, type, and description of the animal salvaged, the date and time of salvage, the basic characteristics of the incident and a description of the vehicle involved... and the destination where the carcass will be transported," the legislation says.More than 20,000 deer are hit on California roadways each year, the bill says."This potentially translates into hundreds of thousands of pounds of healthy meat that could be used to feed those in need."The program will not start immediatelyThe commission can only start creating the pilot program -- which would cover limited areas of the state -- once it receives funding from the legislature.The legislation merely gives the commission authority to create the program, and once created, it would cover a maximum of three areas identified as having a high number of vehicle-animal collisions.The commission will have until January 1, 2022 to create the program, if it receives funds.Archuleta says the law would help the California Department of Transportation and the Department of Fish and Wildlife "identify where roadway defenses can be enhanced and where future wildlife highway over-crossings should be located."Once this experimental program concludes, the bill says, officials will report to the commission the number of collisions during a certain time period, barriers to their collection of data and whether it's possible to make the system state-wide, as well as the estimated costs.The information, it says, could help find ways to prevent collisions.This is not a new ideaRoadkill salvage legislation has been passed in more than 20 states across the country, including Florida, Washington state, North Carolina and Pennsylvania.Illinois passed its roadkill salvage law in 2012.Most states, like California's rules, provide provisions on which animals may be taken for personal use and clarify whether a permit is required.Montana's law, for example, allows free salvage permits to be issued only for deer, elk, moose and antelope that were killed by cars.Michigan, which adopted its roadkill legislation in 2014, listed feedback received on the bill, including exposing residents to potential health risks."Drivers and law enforcement officers may not be able to make a determination of whether meat from game killed in a motor vehicle accident is safe for people to handle or eat," a memorandum says. "Furthermore, fresh meat must be properly dressed and stored relatively quickly in order to avoid the growth of potential pathogens."Legislators also warned that poachers may use the new law to unlawfully kill wild animals.Other states that allow the practice include Arizona, New Jersey, South Dakota, Wisconsin, Idaho, Oregon and Vermont.The pros and cons?Some animal rights activists seem to love the idea.PETA says eating roadkill is a "superior option to the neatly shrink-wrapped plastic packages of meat in the supermarket."Eating roadkill, the organization says, is much healthier than packaged meat as those animals most likely haven't consumed antibiotics, hormones and growth stimulants.It's also more humane, PETA said, as the animals who were killed on roads did not have to endure things like getting "castrated, dehorned, or debeaked without anesthesia" and other traumatizing conditions."Perhaps the animals never knew what hit them," the organization said.But other groups have raised concerns.The new legislation may prompt elk and antelope hunters who struggle getting a tag in the state to now kill the animals and report it as roadkill, the California Fish and Game Wardens' Association has previously said, according to CNN affiliate KOVR.Another concern the association raised was the safety of drivers who would stop on roadways and exit their vehicles in order to collect the animals. 4392

At the end of the check-out period, the title will return to the library's collection, eliminating late fees and the possibility of physical damage to the title.According to the county library, digital checkouts in 2018 have increased by roughly 50 percent to more than 1.5 million compared to 2017. The county library system is one of 30 in the world to surpass 1.5 million digital checkouts."The Library encourages reading in every way -- to develop skills, create opportunities and motivate a love of reading,'' said Migell Acosta, the county's library director. "To meet the community's steadily increasing interest in audiobooks and e-books, we have made significant investments into our digital collections, and we look forward to adding many new titles in 2019.''The library's digital collection also includes more than 150 magazines along with its collection of e-books, according to the county. Residents can access the library's magazine catalogue by downloading the RBdigital app.Libby and RBdigital are both available on the Google Play and iOS app stores. Head escalated into Sexual Assault at our Wrap party.The Sexual Harassment though reported directly to the Showrunner/EP remained undocumented and was not reported to HR as promised. The Hair Dept. Head was fired ONLY after the sexual assault and NOT for an entire year of outward racism/racially charged language and bullying behavior in and out of the Hair and Makeup trailer. HR protocol was never adhered to following the above reports given by me to my Showrunner/EP and an investigation was never issued for any of my claims. The only time I was asked to participate in an investigation was after a meeting I called in June following our Season 2 announcement. This meeting included the Showrunner and two other producers as well as my agent and SAG-AFTRA Union Rep. It was clear to all present in the meeting that the Showrunner had not shared my reports with the any of the producers. After my initial report of sexual harassment, I was assured that the actor would be fired. I was also asked to film with him the very next day as a courtesy to the script, even though we had not begun filming the episode yet. This actor reappeared on our call sheet at the end of the season, I was even written in scenes with him. I asked the Showrunner about this and he admitted to me that the actor had not been fired nor had he gotten HR involved. I was asked to return this season, and promised that “everything was handled.” The investigation hadn’t even begun and Season 2 had already started filming. I turned it down and I walked. Now is the best time in the world to be a woman and I have a platform so it’s time to use my Voice. Strength comes from within.  A woman wielding a kitchen knife has attacked at least 14 children at a kindergarten in Chongqing in central China, local police said Friday.Chongqing City Banan District police said the children were slashed as they walked back to class after their morning exercises at Yudong New Century Kindergarten about 9.30 a.m. local time.Videos circulating on Chinese social media showed small children bleeding from severe cuts to their faces at the entrance of the kindergarten as stunned adults looked on.School security guards and staff restrained the 39-year-old attacker and took her into custody. Video from the scene appeared to show angry onlookers attempting to hit and kick the woman after she was detained.Chongqing resident Xia Yang said the attack had shocked residents of the city, a metropolis of some 30 million people.Nearby residents said the kindergarten doesn't have any outdoor space for the children, and they have to use a local public park for their morning exercises."It happened when the children were entering the school gate ... The attacker just ran at them with a knife. The teachers were dumbstruck," said Zhang Jing, who lives close to the school.He told CNN old people out shopping for groceries had intervened to stop the attack.An unknown number of students were taken to a nearby hospital following the incident, according to police.Video from the hospital showed adults wailing in grief as children covered in blood were rushed from ambulances into the building. In another video, a child whose head is wrapped in bandages was pushed past on a gurney, as crowds looked on.Zhang said after the knife attack and recent scandals over faulty medicine for children, he's increasingly skeptical of the government's ability to look after his own daughter."It is terrifying. The vaccines are faulty, the food is faulty ... and right now even the security is problematic," he told CNN.There is no information about a potential motive for the attack. Police are continuing to investigate.Friday's incident isn't the first time school children in China have been hurt by people wielding knives. Nine students were killed at a middle school in Shaanxi province in April by a 28-year-old man who was later sentenced to death.According to state media Xinhua, the killer had wanted to "get revenge on his former classmates who had teased him" and had bought the knives online.In 2017, 11 students were injured after a man climbed over the wall of a kindergarten with a knife and began attacking them. 2559
