SAN DIEGO (KGTV) - A local contractor is facing criminal charges for allegedly taking customers money and doing little to no work.On Monday Stephen Hage Jr. plead not guilty to charges ranging from grand theft to improper home improvement contract procedures.According to the prosecutor Hage allegedly took down payments on home improvement contracts, and after getting the money disappeared after performing little to no work.In November, a Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News in November. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.After the hearing Team 10 investigator Adam Racusin asked Hage if he had a comment about the allegations. Hage’s attorney said they had no comment. Hage is scheduled to be back in court in May. 1144
SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores. The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading. The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core. The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064
SAN DIEGO (KGTV) — A new cancer screening method is promising to eliminate the need for painful biopsies and greatly reduce the cost of the procedure. It's part of a line of research known as liquid biopsy and the latest advancement is being ramped up for mass production by an entrepreneurial couple in Torrey Pines at the research firm, BioFluidica. Among billions of blood cells, the company has developed a chip capable of finding a single abnormal cell afflicted with cancer or other diseases."It is probably the most sophisticated injection molding piece in this world," said molecular biologist Rolf Muller, as he holds up a thin, plastic chip about two inches square.First developed by researchers in North Carolina, the chip is injected with a small blood sample which can contain billions of individual cells. The blood passes through 150 tiny tunnels within the chip which are coated with antibodies. Those antibodies do their natural work of isolating the abnormal cells.Researchers can then identify them for any possible threat and treatment. The Mullers say the screenings have the potential to dramatically increase survival rates for cancer patients. And to eliminate the need for the often painful biopsies currently in use. They also envision the test becoming a normal part of standard blood screenings. The chip is currently in clinical trials. It could be available for general use within two years. 1432
