SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 6.6% in November, down from 7.5% in October and above the year-ago estimate of 2.9%, according to figures released Friday by the state Employment Development Department.This compares with an unadjusted unemployment rate of 7.9% for California, down from 9% in October. The rate is 6.4% for the nation, down from 6.6% during the same period.According to the EDD, total non-farm employment in San Diego County increased by 14,300 jobs month-over-month -- from 1,412,000 to 1,426,300 -- while farm employment contracted from 9,500 to 9,200.The region lost 97,700 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.The November data reported Friday does not include regional stay-at-home orders which Gov. Gavin Newsom put in place for California regions this month with fewer than 15% of their intensive care unit beds available. Thursday's data from the state claimed Southern California had filled its ICU beds as the COVID-19 pandemic worsens, but San Diego County health officials reported 16% of local beds were still available.Trade, transportation and utilities led all industry sectors in month- over-month job gains at 8,200. Retail trade, up 6,500, and transportation, warehousing and utilities, up 1,800, logged increases in jobs. Within the category of retail trade, clothing and clothing accessories stores -- gained 1,500 -- and general merchandise stores -- up 1,200 -- were large contributors to month-over job gains. SAN DIEGO (KGTV) - 10News is learning more about how suspected Poway shooter John Earnest got the weapon. On Thursday, investigators revealed that they believe he got his rifle from a licensed dealer.In federal documents released on Thursday, prosecutors report, “The firearm was manufactured by Smith & Wesson in Princeton, Illinois and shipped to Springfield, Massachusetts where it was assembled. The firearm was ultimately transferred, via Fort Worth, Texas, to a Federal Firearm Licensed (FFL) Dealer in San Diego, California, which sold the firearm to Earnest. Earnest picked up the rifle on April 26, 2019.”That was the day before the shooting.In a press conference on Thursday, Southern District of California U.S. Attorney Shane Harrigan told reporters, “I can say that there is no allegation that the defendant violated federal law when he acquired the rifle that he used in the violent attack on the synagogue.”Questions still remain as to whether state law was violated. Earnest is only 19 years-old.California law requires that adults be over 21 years-old before they can buy a firearm, unless they have a hunting license, are current or former military, or are in law enforcement.Prosecutors wouldn't comment on whether Earnest had a hunting license. “That allegation isn't in the complaint but please understand that as the criminal process moves forward, more information may be available to the public,” added Harrigan.District Attorney Summer Stephan originally said that the rifle had been obtained legally, but when pressed on Wednesday by 10News, she didn't provide a clear answer. “I don't want to [comment any further] because it's a pending case,” she said.At Thursday’s press conference, a reporter asked the federal prosecution about when Earnest purchased his 60 rounds of ammunition. SAN DIEGO (KGTV) - A former San Diego Kaiser doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. The day after 10News reached out, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on September 14th.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (KGTV) — A Celebrity Cruise Line ship docked at the Port of San Diego Monday, pulling into the Embarcadero just before sunrise. More than 1,500 passengers were on board the "Eclipse," including Mali Lev-Ram and her husband. The couple started the cruise on March 1 in Buenos Aires. They were supposed to get off in Chile March 15, but the cruise was turned away because of concerns over the COVID-19 pandemic.
