SAN DIEGO (KGTV)-- Flags are being flown at half-staff around the country today to honor fallen firefighters and to promote emergency preparedness. Sunday is also the kick-off of National Fire Prevention Week.Cher Smith's home in Crest has a 360-degree view of nature. It's beautiful to look at, but dangerous during fire season. "Somebody is throwing a cigarette out, sparks from a car, whatever," Smith said. "There's always that fear that something is all of a sudden going to cause a fire to get out of control."In the last month, she and her son-in-law spent hours clearing up the dead brush on her 2.5 acre property. "We just barely made a dent on what needed to be done," Smith said. Smith said she couldn't afford to pay a landscaper to finish the job, but that all changed when she looked out her window earlier this week. "They are all up there like ants on the mountain bringing down the brush," Smith said. She saw CALFIRE and inmate fire crews working earnestly, with shovels in hand, to create a safe, defensible space. The space won't just create a defensible space for Smith's home, but for the entire Crest community. "I said, 'You have no idea how jazzed I am that you guys are doing this for us!'" Smith said enthusiastically. That's because just last month, she watched the Dehesa fire, creeping up toward her home. Also, back in 2003, her son-in-law lost his childhood home to a wildfire."A lot of people in Crest had their homes burned, so I think people are on high alert and sensitive to the dangers," Smith said. That's why to kick off National Fire Prevention Week, she wants to thank the fire service for their hard work. She also wants to remind her East County neighbors to be prepared. "I like to see our tax dollars going to being proactive, rather than having them create these fire barriers after the fact," Smith said. 1861

SAN DIEGO (KGTV)- With the rainy season ahead, the City of San Diego is offering ways for residents to save money on their water bills by removing lawns and installing rain barrels. The City is offering .25 per square foot for lawns that are converted to turf that can capture rainfall for reuse. Homeowners that convert their lawn into drought resistant landscape can apply for financial rebates.Customers may receive  per gallon of barrel storage capacity for residential rainwater collecting up to 400 gallons or 0 per property. Rain barrels are a great way to conserve water and reuse for irrigation purposes as well as preventing pollution, according to city officials. Applications are available for Rainwater Harvest, to apply click here. For more information on the types of rebates and water conservation tips visit the City's website. 949

SAN DIEGO, Calif. (KGTV) - Christmas morning, more than 700 families drove through a toy and food distribution at the Jacobs Center on Euclid Avenue in San Diego. Families were given boxes of food from the San Diego Food Bank, plus every child was able to get out of their car to receive at least three wrapped gifts. There were also free gift cards available.“My little one smiled. He was so happy,” said Elsa Sarabia, a mom of five who drove through.Sarabia said she works as a chef, and both she and her husband have lost hours at work this year. This event meant more gifts for her children that she might not have otherwise been able to afford.“We don’t have a lot of money to buy stuff for the kids and we appreciate everything you do for us,” she said, thanking the organizers. This is the fourth time this event was held. It’s hosted by Shane Harris and the People’s Alliance for Justice, with support from Supervisor Kristin Gaspar and the San Diego Lifeguards. The event had to adapt this year to be safe due to coronavirus, but Harris said they knew they had to make those changes to continue to fill this need. The breakfast would usually take place in a big hall, but organizers designed a drive-through format for 2020.“Really just trying to make sure the needs of the community are met particularly at a time where COVID-19 has made it really difficult for a lot of families economically,” said Harris. One volunteer was dancing through the whole morning as she distributed food, saying she was glad to give up her Christmas morning if it meant helping those in her community who needed it this year."A lot of these people do appear to be in great need. COVID has hit people that I’m sure never expected to be in this position," said volunteer Sharon Klatt, taking a pause from yelling 'Merry Christmas!' to everyone driving through. 1853

SAN DIEGO, CA (KGTV) - Four students have tested positive for COVID-19 in the Del Mar Union School District (DMUSD).The district has since launched a dashboard on its website to inform the school community about any active cases at each school.“We’re just being very transparent and keeping families informed,” said Jenni Huh, the Director of Student Services for DMUSD.Two students tested positive for COVID-19 at Sage Canyon School, one student tested positive at Sycamore Ridge School, and another student tested positive at Torrey Hills School.“We received the results directly from the families, and we were able to respond very quickly,” said Huh. “I’m very happy to say that they are doing very well, and we have not had any other cases.”Huh said all students and staff who came in contacted with those who tested positive are quarantined for 14 days.“If we learned of a presumed positive case, we would treat it exactly as the same way that we would respond to a confirmed positive,” she added.Parents are also notified if their child was potentially exposed to someone who possibly came in contact with someone who tested positive. At Sage Canyon, parents learned of the two positive COVID-19 cases over the weekend.By Monday, students in the two impacted classrooms were able to transition back to online learning. They will continue online learning during the two-week quarantine.DMUSD Superintendent Holly McClurg said district officials developed a Safe Reopening Plan over the summer to respond to these situations. She said the methods worked as expected.“To see children not miss a beat with their instruction has been great,” she said. While many parents may still have concerns sending their children off to school knowing this could happen at any moment, McClurg said the district’s goal is to be transparent and work with families to make the transition back to in-person learning go as smoothly as possible. 1933

SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko. The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst. The governor stressed the app is opt-in, 100% private, secure, and does not track location. It has been effective. Even if we don't have tens of millions of people participating in this program, the more people who opt-in, the more effective it can be," said Governor Newsom. 1759
