SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. SAN DIEGO (CNS) - Authorities Tuesday publicly identified a 15-year-old boy who was fatally shot last week in Barrio Logan.Patrol personnel responding to reports of gunfire in the area of Chicano Park shortly before 10 p.m. Friday found a large gathering of people standing in a parking lot and a motorist beginning to drive away in a silver sedan, according to police.Seeing the arriving officers, the group, including two people in the car, scattered, Lt. Andra Brown said.RELATED: 15-year-old fatally shot near Chicano ParkInside the vehicle, police found Brian Romo of San Diego, who had been shot in the upper body. Paramedics took him to a hospital, where he was pronounced dead.The motive for the shooting remains unclear, and no arrests have been made in the case."While the investigation continues, very little is known about the circumstances leading up to the (victim's) death," Brown said. "Detectives are attempting to locate evidence and any possible witnesses. Investigators are aware of the large crowd present at the time of the incident and would like to speak to them. SAN DIEGO (CNS) - A person was found dead Tuesday morning in the Sunset Cliffs area, police said.Emergency personnel responding to a report of a person down near Ladera Street found the body around 6:30 a.m., San Diego police public-affairs Officer Billy Hernandez said.The identity of the deceased and details regarding the circumstances of the fatality were not immediately available.Personnel from the San Diego County Medical Examiner's Office responded to the scene and an autopsy will be done to determine the cause and manner of death.There were no indications of any suspicious circumstances in connection with the death, Hernandez said. 653

SAN DIEGO (CNS) - As San Diego County awaits guidance on the effects of its removal from the state's coronavirus watchlist, public health officials reported 291 new COVID-19 cases and eight additional deaths Saturday, raising the region's totals to 36,203 cases and 660 deaths.Four women and four men died, officials said Saturday. Their ages ranged from mid-40s to mid-90s. All had underlying medical conditions.The county was officially removed from the state's monitoring list Tuesday, setting in motion a 14-day countdown that could see K-12 students back in the classroom as soon as Sept. 1, depending on the decisions of individual school districts.However, 27 schools -- mostly private, religious schools -- have been approved for in-person learning by the county.The schools include Calvary Christian Academy, Francis Parker School, Chabad Hebrew Academy, San Diego French American School, La Jolla Country Day School and others. They were among nearly 50 schools that applied for a waiver to the county's public health guideline regarding in-person teaching.Of the 8,824 tests reported Friday, 3% returned positive, bringing the 14-day rolling average to 3.6%, well below the state's 8% guideline. The 7- day rolling average of tests is 7,292 daily.Of the total positive cases in the county, 2,961 -- or 8.2% -- have required hospitalization since the pandemic began, and 728 -- or 2% -- were admitted to an intensive care unit.County health officials reported no new community outbreaks as of Friday, bringing the number of outbreaks in the past week to 17.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.County Supervisor Nathan Fletcher said he and other county officials were expecting to hear about the framework for reopening indoor businesses from the state next week."That doesn't mean we'll be able to open everything all at once," he said Wednesday. "We must be mindful. We don't want to undo the progress we've made so far."The county continued to make progress Saturday, with a case rate of 81.8 positive COVID-19 tests per 100,000 people, below the state's 100 per 100,000 guideline.The county will be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. Those metrics are the case rate, the percentage of positive tests, the average number of tests a county is able to perform daily, changes in the number of hospitalized patients and the percentage of ventilators and intensive care beds available.On Monday, county-compiled data related to race and ethnicity on testing, staffing and geographic location will be made available for the first time. Previously, data on race had been broken down by deaths, hospitalizations and case numbers only.Latinos are still disproportionately impacted by COVID-19, with that ethnic group representing 61.7% of all hospitalizations and 46% of all deaths due to the illness. Latinos make up about 35% of San Diego County's population.Dr. Wilma Wooten, the county's chief health officer, revealed a five-tiered testing priority protocol Wednesday that the county has been using. In the top two tiers were symptomatic people separated by risk factors, followed by two tiers of asymptomatic people and finally by a general public health surveillance tier.
