SACRAMENTO, Calif. (KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches. It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said. The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom says the state must do more to protect essential workers, many of whom are Latino, from the economic and health harms of the coronavirus. Newsom on Friday said he'll work with the Legislature to expand protections against evictions and expand workers compensation and paid sick leave. He enacted similar policies through executive order earlier this year but many expired or will soon. Latinos make up 39% of California’s population but 55% of confirmed positive coronavirus cases, according to state data. Newsom said the majority of farm workers, construction workers, cooks, food prep workers, truck drivers, cashiers and janitors are Latino. 708

SACRAMENTO, Calif. (KGTV) -- Amid mounting frustration over wait times at the California DMV, the department has redesigned portions of its website to make access to services easier. The redesigned portions include the website’s homepage and real ID page.“We are constantly modernizing our website with the customer in mind,” DMV Director Jean Shiomoto said. The changes come on the heels of news that California lawmakers can avoid the long lines at the DMV by visiting a private office near the Capitol not open to the public.RELATED: Private DMV office provides services to California lawmakersThe Sacramento Bee reported that the special DMV office in the legislative office building provides services for current and retired lawmakers as well as their staff and some other state employees. The redesign also comes amid mounting frustrations over longer and longer lines at statewide DMV offices and increased fees for vehicle registration.RELATED: California lawmakers ask DMV officials about long lines 1034

SACRAMENTO, Calif. (AP) — A proposal to make it easier for local California governments to raise taxes or issue bonds for infrastructure projects has failed in the state Assembly. The effort by Democratic Assemblywoman Cecilia Aguiar-Curry was a constitutional amendment. That means it also would have needed approval from voters at the ballot to become law.It would have lowered the threshold for local governments to raise taxes and issue bonds from two-thirds to 55 percent. Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects. But opponents say the two-thirds threshold is a necessary protection for taxpayers. It failed to pass the Assembly despite Democrats holding a supermajority. Aguiar-Curry may bring it up for a vote again later this year. 841

SACRAMENTO, Calif. (AP) — California lawmakers are preparing to return to work after an extended summer recess because of the coronavirus. Lawmakers return to Sacramento on Monday and have about five weeks to pass bills. Assembly Speaker Anthony Rendon said many lawmakers want Gov. Gavin Newsom to call them back for a special session to give them more time to pass tough bills. Lawmakers are considering proposals that would prevent landlords from evicting tenants unable to pay their rent during the pandemic and making COVID-19 infections eligible for workers' compensation claims. They are also weighing bills about police brutality and health care. 662
