SAN DIEGO (KGTV) — Officials are seeking the public's help to identify a young woman who was hit and killed on Interstate 5 near the San Clemente Border Patrol station almost two weeks ago.The Hispanic female, believed to be in her late teens to early 20s, was hit while trying to run across northbound I-5 lanes at about 9:30 a.m. on Aug. 9.She may have recently traveled to the country from Mexico or another Central American country, according to Medical Examiner investigator Tessa Lee.RELATED: Unaccompanied girl hit, killed walking on Interstate 5 near San Clemente border station"We are hoping that someone may recognize this young woman so we can identify her and notify her family," Lee said.A fingerprint search in the FBI and U.S. Border Patrol databases came back with no matches.The woman had brown eyes, long hair, weighed about 111 pounds, and was 5-feet 1-inches tall. She didn't have any identification at the time of her death.She was, however, wearing distinctive clothing: A maroon shirt with repeating cartoon prints and the word "travels" on it, jeans with a stitched design on a brand tag reading "Eemociones," and gray high-top sneakers with a heart on the sides and turquoise metallic studding.Officials have released a sketch of the woman as she would've appeared while alive.Anyone who may have any information about the woman's identity is asked to call the Medical Examiner's Office at 858-694-2905 and mention case number 2018-01951. 1496

SAN DIEGO (KGTV) — Neighbors woke up to find disturbing graffiti in their Hillcrest neighborhood.For Lauren Matley, it was hard to hold back tears, as she scraped away the red paint on her car window. This was just one of many vehicles that were painted on along 6th Avenue in Hillcrest. Someone also painted on the side of houses and on a garage.Doctor Barry Kaplan was walking his dog when he noticed the graffiti and he called police. Matley said.Police say after the reports are written this case will be handed to an investigator. SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said.She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said.The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739
