SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. Elderly and persons with underlying medical conditions should avoid playground when others are present.8. Limit visit to 30 min per day when others are present. 1791

SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. RELATED: Campa-Najjar, Issa hold leads in 50th Congressional DistrictHunter resigned in January after pleading guilty to one felony count of campaign fraud. The seat has remained vacant since. On Wednesday, Campa-Najjar and Issa began taking at aim at one another in anticipation of facing off in the November runoff. Campa-Najjar pointed out at that Issa does not live in the 50th Congressional District, and said he was part of an older political establishment. RELATED: Check election resultsIssa represented the neighboring 49th District until 2018, when he decided not to seek re-election. It then went to Mike Levin, a Democrat. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. "At the end of the day, I can't take him as seriously, as long as he isn't voting for a Republican speaker that's going to, in fact, move a conservative, positive agenda, which I will," Issa said. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. That does not bode well when he faces one Republican in November."That would say, 'Hey, politics is going to go back to normal, if that's what we see in a month (when final votes are counted),'" said Thad Kousser, who chairs the political science department at U.C. San Diego. The primary ends a bitter campaign period in which Issa and DeMaio took out blistering ads against each other over who was more loyal to President Trump. Issa said Wednesday he does not expect that level of vitriol against Campa-Najjar, and complimented his enthusiasm and vigor as a candidate. SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski.In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. "We never know how they’re going to view somebody," he said.If the board grants parole, he said the DA’s office will appeal the decision to Governor Gavin Newsom. 2224
