SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. The proposed demolition, however, required an environmental impact report.RELATED: San Diego approves replacement for dilapidated California Theatre?The legal challenge to the approval, filed by the Save Our Heritage Organization, said the city failed to adequately address the ability to adapt and reuse the California Theatre.The court granted SOHO’s legal petition because the review failed to comply with the California Environmental Quality Act.The demolition approved by the city would have allowed a 40-story skyscraper to be built that would have included 282 residential units."The California Theatre is an outstanding historic building that has been standing for almost 100 years, it presents many opportunities for successful adaptive reuse to revitalize the C Street corridor. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. We are grateful for the Court's comprehensive enforcement of environmental law and look forward to review of an alternative in an EIR that will allow this historic building to survive as part of a successful new project. SAN DIEGO (KGTV) -- A neighbor says San Diego Police were called to the home of Trevor Heitmann the morning of the deadly freeway crash.According to the CHP, the 18-year-old was in his McLaren sports car when he drove south in the northbound lanes of the 805 freeway near Sorrento Valley Thursday just before 5 p.m. He collided head on with an SUV. Heitmann's McLaren sportscar was in the garage and the door was open."Now it makes sense. It was actually blocking the McLaren that was sitting inside the garage," she said.Later that afternoon, she said her husband heard a crash."He saw the McLaren zoom away and then it was a little while later that we had the news on and saw that there was a horrific accident," she said. Shortly after, she said she saw a CHP officer talking to Heitmann's dad.She says that's when she learned from the boy's father that the family had been worried about the 18-year-old's behavior."He told me five days earlier, that Trevor had just snapped, that was the word he used. He started making threats, or started saying he was driving at high speed, down the wrong side of the street and through red lights and he said that's what prompted him to come to San Diego," said the neighbor, who added that the boy's parents were divorced and his dad lived in Colorado.RELATED: Mother and daughter remembered after I-805 crashShe said the teenager's dad also shared with her that his son hit the SUV that was blocking the driveway and nearly hit him."He said he almost hit me. This was him going back to the context of saying he had just snapped. And I said, 'you mean hit you as a person,' and he said, 'yeah I was standing out here because we were supposed to go to a psychiatrist,'" she said.San Diego Police have not confirmed to 10News that officers were called to the family's home that morning. My goal is that maybe, I don't know the level of information that police got, hopefully, we'll find that out. These people were obviously very concerned to the degree that they called the police, especially in the face, they are very private people," she said.Clinical Psychologist Michelle Marie Carcel said forcing a kid who is over 18 to get psychiatric help can be complicated. She said parents need to be clear when calling 911 that they think their child is a danger to themselves or others."The most important thing is to really stress that in the call. I am concerned that my child is going to hurt themselves or hurt someone else, that kind of urgency really triggers that response from the officers," said Carcel.We don't know the circumstances of the call that day or if officers had contact with the 18-year-old. 4059

SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI. I know I probably lose some business, possibly yours too, because of my choice not to chase him away but I won't. He's not looking for handouts and he tries not to bother anyone.
