On last Monday, the dogs got out of their fence and attacked the goats in his yard. Photos show the goats suffered bite marks up and down their neck and legs.However, one of the dogs' owners, Jake Hutto, claims his pets have never been aggressive. “I don’t understand how it’s possible to shoot three dogs in the head, to blow their face off," Hutto said.Lowman's family called Animal Control after last week's incident and says they safely returned all three dogs to the neighbors. Five days later, Lowman says it happened again — this time in front of his 13-year-old daughter, Chloe. “I had to go outside and watch basically my babies be attacked by dogs," said Chloe. Lowman says despite his family's efforts, the dogs killed two of the goats. That's when he pulled out his shotgun and killed all three dogs. Hutto came home to find that Animal Control had left his pets in three large trash bags.“There’s nothing more you can do, nothing’s going to bring them back,” Hutto said. Records show several citations had been issued from Animal Control to the dog owners' household. But with two goats and three dogs now gone, Lowman says this isn't what he wanted. "This time it was our goats, Monday it was our goats; if we let that happen again that could have been my children," he said. "It didn’t need to be this way if they just secured their dogs."A spokesperson for Animal Control says this is an active investigation. Lowman claims when he put in his final statement today at Animal Control, he was told two citations would be issued against the dog owners. Four Americans and a Costa Rican tour guide died Saturday after their recreational rafts overturned on the Naranjo River in Costa Rica.Luis Guzman, a Costan Rican official of the Red Cross, told CNN en Espanol that three rafts carrying 18 people overturned. Thirteen people survived by holding on to the overturned rafts but five were pulled further down the river.Costa Rican officials identified the deceased Americans as Ernesto Sierra, Jorge Caso, Sergio Lorenzo and Andres Dennis. Their ages ranged from 25 to 35. No hometowns were given.The deceased Costa Rican tour guide was identified as Kevin Thompson Reid.Costa Rican President Carlos Alvarado Quesada said on his official Twitter account: "In the name of the Government and people of Costa Rica I would like to express our deepest sorrow for the accident this afternoon at the Naranjo River in Quepos. I would like to thank all the emergency and security teams that worked diligently, and I have instructed authorities to help the victim's families."The Costa Rican Red Cross had 12 rescue workers in the area when the accident happened and assisted in the rescue, the organization posted on social media. 1175

  

For the first time, a bill to legalize marijuana at the federal level will soon go to the floor of the U.S. House for a vote.“The MORE Act would actually erase past convictions for marijuana offenses, opening the door to opportunities to jobs, housing, education, things that could help people, but it would also make it so people will no longer be denied federal benefits because of marijuana activity,” said Maritza Perez, Director of the Drug Policy Alliance.Some CEOs of companies in the industry say the bill has a long road ahead but are optimistic marijuana will become legal at some point.“I think that it creates that dialogue where we can have sensible legislation and policy when it comes to cannabis and THC products,” said Joe Dowling, CEO of CV Services.“It’s actually one of the few things that when I’m talking to people on both sides of the aisle, that they actually agree, that it’s something that can move us forward in one direction in creating jobs and stimulating the economy,” said Michael Cammarata, CEO of Neptune Wellness Solutions.Studies show more people support the legalization of marijuana. A 2019 Gallup poll showed majority-support across major political parties for legalizing marijuana. It showed 51% of Republicans, 68% of independents, and 76% of Democrats are in favor of it.A vote on the MORE Act is expected to happen next week. If it passes the Democratic-controlled House, it faces a challenge in the Republican-controlled Senate. 1480
