Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. SANTEE, Calif. (KGTV) – Two teenaged girls had a frightening encounter with a stranger the parking lot Sportsplex USA Santee Thursday night.“He’s lucky I didn't walk out to minutes earlier,” Beau Branton said. His 14-year-old daughter was one of the girls involved.Branton plays in an adult softball league. Their game finished around 11 p.m. His daughter and her 13-year-old friend were there. After the game, they went to the pickup truck to get warm, while Branton finished up on the field.That’s when a man came over to the teens sitting in the car.“They saw him coming over and when they saw him coming over, they freaked out and locked it," Branton said. "He started yanking on the handle to get in.  When he realized he couldn't get in, he just stood there and didn't say anything, just a blank stare.”After a few seconds, the man seemed to give up and leave.“(My daughter) got out to come get me,” Branton said. “She came out from the truck, and towards the Sportsplex, that’s when (the stranger) came from behind a car and started chasing her.”His daughter got back into the truck in time to watch the man drive away.“He had a hoodie on, backpack,” he said, “cleanly shaven, he had two shaven notches on his eyebrows.  They watched him get into a red minivan and drive away.”San Diego Sheriff's Department said the suspect is described as a Hispanic man in his early 30s, about 5-feet 9-inches tall, and weighing about 170 pounds. He reportedly has short brown hair.He also had two shaved lines through his right eyebrow.The suspect reportedly fled in an early 2000's model, dark, red minivan with faded paint and a sticker on the back window.Deputies are working with the girls to create a sketch of the suspect and are asking any other witnesses to come forward.Lt. Chris Steffen says they are not yet sure of the man's intentions and that he might not have known the girls were in the car. (KGTV) - Surveillance pictures released Monday show two of the four people suspected of identity theft in East County.The San Diego County Sheriff’s Department said a woman either lost her wallet or had it stolen at the Vons grocery store at 9643 Mission Gorge Road in Santee on January 20.The victim’s credit cards were used immediately by four suspects at several nearby stores including Buffalo Wild Wings, Home Depot, Walmart, Skechers, and Ross.Two of the suspects were identified and arrested but the other two are still wanted.One suspect is a white man in his 40’s, 6-feet tall with gray hair. He was last seen wearing a yellow and black plaid jacket and jeans.The other suspect is a white woman, about 40 years old, 5’6” and 230 pounds. She has burgundy or purple hair and wears glasses. Saudi Arabia has confirmed the death of missing Saudi journalist and Washington Post columnist Jamal Khashoggi in an announcement on Saudi state TV.The Saudis have set up a commission that will investigate Khashoggi's death and will have one month to release a report, according to state TV. The commission will consist of national security officials, the foreign ministry and the interior ministry.Discussions between Khashoggi and those who met him during arrival at the consulate in Istanbul led to an argument and physical altercation that led to his death, the state TV report said.A total of 18 Saudi nationals have now been detained for investigation, the Saudi Press Agency reported.In the announcement on Saudi State TV, it said a royal order has been issued to release Maj. Gen. Ahmed al-Asiri from his duty as the deputy of the intelligence services.Asiri was believed to be the chief architect of the war with Yemen. He was previously the Saudi-led coalition spokesman in the kingdom's war against Yemen's Houthi rebels.The two-star general's position as spokesman made him a household name and he was soon part of the Crown Prince's inner circle.According to several sources, he chose the team involved in Khashoggi's disappearance.In their announcement the Saudis expressed deep regret over Khashoggi's death and the "painful developments" in the case. They affirmed the "commitment of the authorities in the Kingdom to bring the facts to the attention of the public and to hold accountable all those involved," according to a CNN translation of the announcement.Khashoggi disappeared October 2 after going to the Saudi Arabian consulate in Istanbul to obtain paperwork to marry his Turkish fiancée, Hatice Cengiz.She raised the alarm to police just before 5 p.m. on October 2 -- three and a half hours after the journalist entered the consulate. SAN MARCOS, Calif. (KGTV) — A 23-year-old man is behind bars after leading San Diego Sheriff's deputies on a short pursuit in a vehicle that was reported stolen.Deputies received a broadcast from Carlsbad Police of a stolen vehicle on Sunday just after 1 p.m. in the area of Palomar Airport Rd. heading toward San Marcos. Nearby deputies began searching the area and located the vehicle unoccupied in the parking lot of a Target on Business Park Dr. in Vista.While they waited for an ASTREA helicopter and canine unit, deputies set up surveillance on the vehicle. After a few minutes, the suspected driver, identified as Dylan Kidd, returned and deputies moved in toward the vehicle, according to the Sheriff's Department (SDSO).Kidd started up the vehicle and led deputies on a four- to five-minute pursuit, during which deputies say he drove recklessly out of the parking lot and onto nearby streets. Kidd eventually left the vehicle and fled into a nearby canyon, according to the department.The vehicle, however, continued and crashed into the garage door of a home on White Sands Drive, causing some minor damage.With the ASTREA helicopter above, deputies were led to Kidd's location after about six minutes and he surrendered to deputies, SDSO said. Kidd was booked into jail and charged with felony evading, vehicle theft, possession of a stolen vehicle, shoplift/burglary, and hit and run. 1405
