BEIJING, Dec. 26 (Xinhua) -- With the New Year and China's Spring Festival approaching, China will improve efforts to stabilize prices and ensure abundant supply of essential commodities, according to an official circular issued Sunday.Cracking down on price speculation and related market manipulation should be high on agenda of governments at all levels, according to the circular issued jointly by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council, or China's Cabinet.The circular also urged for improved supervision on the food and medicine market and demanded work concerning water, power, oil, gas and heating supplies to be handled well.It called on related departments to distribute subsidies for low-income groups in a timely way and make arrangements to help people, especially those in disasters-hit areas, to get through the winter with enough supply of necessities.Party and governmental organs should abstain from extravagance and embezzlement of public fund must be strictly prohibited, it said, ordering discipline inspection authorities, auditing agencies and finance departments to enhance supervision.According to the circular, special inspection campaigns will be launched in sectors, including mining, transportation, construction, and fireworks manufacturing, to tighten safety measures and prevent accidents.Stressing security in passenger transportation, the circular said cargo overloading, using fatigued operators or running unlicensed transportation operations are prohibited.It further called for efforts to safeguard social order and to combat violent and mafia-style crimes, property embezzlement and economic crimes.

BEIJING, Dec. 27 (Xinhua) -- China's anti-graft authorities announced on Monday in a statement that during the year it had found 21.5 billion yuan (3.24 billion U.S.Dollar) of public money held in unauthorized departmental coffers.The probe was led by the Central Commission for Discipline Inspection of the Communist Party of China.The probe had put government agencies, public institutions, social groups, state-owned and state holding enterprises under scrutiny, and had uncovered 45,593 cases of public money being held in unauthorized departmental coffers, involving a total of 21.5 billion yuan.A total of 2,669 officials involved in these cases have been punished, also according to the statement.

BEIJING, Dec. 8 (Xinhua) -- China reiterated its commitment to support Sudan's peace process, stressing that peace, stability and development of the country were of pivotal importance."The involved parties should resolve disputes through dialogue and consultation and work together to promote a smooth referendum in southern Sudan," Chinese Foreign Minister Yang Jiechi was quoted as saying in a press release issued by the Chinese Foreign Ministry here Wednesday.Yang's remarks came during the talks with his visiting Sudanese counterpart Ahmed Ali Karti. BEIJING, Nov. 27 (Xinhua) -- The key to success at the upcoming Cancun climate change conference rests with the United States and other developed countries.At last year's conference hosted in Copenhagen, developed countries, represented by the United States, failed to make their due commitment to emission reductions, rather, they pointed fingers at developing countries with claims that were groundless.Further, developed countries hampered the efforts to combat global warming as they shied away from their responsibilities. Without any change in their attitude, chances of a successful Cancun conference will be very slim.Developed countries bear responsibility, both due to historical and practical causes. Developed countries, as the earliest industrialized nations, have contributed most to the historical storage of carbon-dioxide (CO2). Practically speaking, these countries rank high in terms of per capita emission, and their citizens' extravagant consumption gives rise to unnecessary emissions. Further, developed countries also have the technological and financial capacity to tackle the problem and offer assistance to the developing world.Historically speaking, developed countries have "sinned" against the world environment when they built their industrial empires on exploiting coal, oil and other natural resources. While they were enjoying the exclusive right to carbon emissions, most developing countries did not even have modern industry and transportation that would produce greenhouse gas emission.Research done by Beijing-based Tsinghua University suggests that developed countries, home to 23.6 percent of the world population, have contributed 79 percent of the aggregate carbon emissions since the industrial revolution.Practically speaking, the annual energy consumption of developed countries represents 64.6 percent of the world's total, while CO2 emissions are 65 percent of the world's total. In per capita terms, China emitted 4.6 tonnes of fossil-fuel-generated CO2 in 2007, less than one-fourth of that of the United States, and half of that in the European Union, according to the Tsinghua University research.Additionally, the International Energy Agency (IEA) reported that the U.S. ranked top in terms of per capita energy consumption, which is five times that of China. Also, the U.S. remains the world's largest consumer of oil, with a daily demand for crude oil standing at 19 million barrels, doubling that of China.Further, China's high carbon emissions are partly due to its lack of energy resources. China is short of oil and gas but rich in coal, and carbon-intensive coal represents two-thirds in its entire energy mix.

BEIJING, Nov. 18 (Xinhua) -- China Thursday expressed the hope that the pricing difference on natural gas imported from Russia would be narrowed through joint efforts from both sides.Gu Jun, deputy director-general of the National Energy Administration's international department, made the remarks at a news briefing on Premier Wen Jiabao's upcoming visit to Russia and Tajikistan.Though companies from both sides had made many efforts in this regard, a certain difference still existed in the pricing of natural gas imported from Russia, Gu said, calling for additional sincerity to be demonstrated on the pricing talks by the two sides.Talks on this issue will be also a part of Chinese Vice Premier Wang Qishan's upcoming visit to Russia, she said.In 2009, Russia inked a framework agreement with China on annually supplying at most 70 billion cubic meters of natural gas to China, but they still did not reach an agreement on the supplying price.Chinese Premier Wen Jiabao will pay official visits to Russia and Tajikistan from Nov. 22 to 25 at the invitation of Russian Prime Minister Vladimir Putin and Tajikistan Prime Minister Akil Akilov.During the visits, Premier Wen Jiabao will attend the 15th Chinese-Russian prime ministers meeting and the ninth prime ministers meeting of the Shanghai Cooperation Organization.
