(KGTV) — Joining Oceanside and California state beaches, Carlsbad city officials announced Friday that they will close beach parking lots for the July 4 weekend.The city says that beach parking lots will be closed July 4 and 5 in Carlsbad, over concerns of crowds from counties where beaches are closed traveling to the region.Carlsbad's decision comes after a letter from the Governor's Office of Emergency Services and days after Oceanside instituted a similar beach parking closure.RELATED: Crowds flock to San Diego beaches for Fourth of July weekendEarlier this week, San Diego County Supervisors said they did not plan to mandate county beaches to close and would leave it up to cities to decide themselves."At the time of writing, beaches under the jurisdiction of local governments within San Diego County are the only beaches without visitation restrictions throughout all of Southern California, and therefore are attracting thousands of residents from outside your coastal communities and creating significant potential for disease transmission, particularly in crowded restaurants, bars, retail, and hotels," Cal OES wrote in a letter to the cities of San Diego, Imperial Beach, Coronado, Del Mar, Solana Beach, Encinitas, Carlsbad, and Oceanside. "To protect the public health of San Diegans and reduce the high potential transmission of this deadly disease in San Diego coastal businesses, we write to request that municipal governments do not open beach parking lots for the July 4th holiday weekend."Beaches in Los Angeles, Orange, Santa Barbara, and Venture Counties are closed this weekend amid surging coronavirus cases in the state.California closed state beach parking lots, including those in San Diego County, ahead of Saturday. 1776

(KGTV) - Three boys are recovering from an angry wasp attack at a park in Cardiff.Along Windsor Road, feet from an elementary school, five boys between 7 and 14 years old were inside a private park in the Park Place community two Sundays ago. It was a nest that quickly turned into a swarm...screaming and crying, because they were getting hit," said Bocchini.Three of the five kids were stung, including two 7-year-old boys who were stung dozens of times."The older boys were trying to get the wasps tangled in the young boys' hair," said Bocchini.Bocchini's son and another boy frantically tried to help the other children. "At one point, the whole jacket was covered in wasps on this young boy. He told the boy to take the jacket off and run," said Bocchini.That boy did, and eventually ran out of harm's way."He was upset and scared," said Bocchini. The 7-year-old boy ended up in the emergency room with 24 stings and hives on his body. The incident unfolded as wasp season should be wrapping up. Experts tell us the hot weather has extended the season along with the dangers.The property management company for Park Place confirmed a pest service relocated the yellow jackets. Experts say you should run from wasps, and running through trees and bushes may help slow them down. If you're stung, don't take the stinger out with tweezers. Instead, scrape it out with a credit card so you don't push more of the venom into your body. 1899

Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. Scott Wiener, who authored the bill, told The Associated Press. "Overwhelmingly the people who are being victimized are trans people.""California has some of the strongest pro LGBTQ+ laws in the nation and with the bills signed today, our march toward equality takes an additional step forward," Newsom said in a statement. "These new laws will help us better understand the impacts of COVID-19 on the LGBTQ+ community, establish a new fund to support our transgender sisters and brothers and advance inclusive and culturally competent efforts that uphold the dignity of all Californians, regardless of who you are or who you love."According to CNN, Connecticut passed a similar law in 2018. 2351
