SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. There was no soap, no toothbrush, and no hygiene products."RELATED: Members of Congress respond to Team 10 Border Detox InvestigationIn a statement to 10News Congressman Scott Peters wrote, "CBP's continued violation of DHS policy is unacceptable. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. The funding was intended to remedy these instances of deficient care and we will hold the Department accountable if it's not being used correctly. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. CBP's failure to provide detained individuals with medical supervision during this process puts these individuals at risk of serious injury or death."RELATED: Claim: Government is not providing adequate medical care to people in its custodyThe letter pointed out that when CBP deprives detainees of emergency and other necessary medical care, the agency violates its policies.The ACLU of San Diego and Imperial Counties requested CBP revise and strengthen its policies surrounding: reasonable accommodations, medical staff, and facilities at the Port of Entry, intake and medical screening procedures, length of detention, and written policies."It's not rocket science, there should be trained medical staff to ensure that people who are undergoing any kind of medical emergency, including detoxification but not limited to detoxification, have access to a trained medical official as opposed to a law enforcement officer," said staff attorney Mitra Ebadolahi.The letter stated, "These individuals' experiences are not outliers, but part of a long list of recent cases that show that many similarly situated individuals detained at the San Ysidro POE face similar risks. The ACLU and undersigned organizations urge CBP to reform their deficient practices and adopt the following improved policies to safeguard detainees." 3391

SAN DIEGO (KGTV) -- A Marine died Saturday night after being hit by a car in the Midway district. San Diego Police say the crash happened around 7 p.m. on the 2700 block of Midway Drive. According to police, the man in his early 20s left a bar in the area when he walked or fell onto Midway Drive before being struck by a car. Police are checking surveillance cameras in the area to identify the driver, who left after the crash. A woman who lives in the area says cars often speed on the road and that there are few places to cross the street.“Like almost a half a mile down, and so if you're gonna cross, you can either walk extra far or you can jaywalk'; a lot of people you do you see jaywalking,” Quinn Dekker told 10News. 736

SAN DIEGO (KGTV) - A new camera system along the west coast helps firefighters pinpoint wildfires faster. ALERTWildfire has officially launched the first 70 cameras in Southern California including 15 here in San Diego. There are 160 total cameras along the west coast in Washington, Oregon, Nevada and California. UCSD Geosciences Professor Neal Driscoll has worked for two years as the co-developer for ALERTWildfire. Driscoll tells 10News, "they form this network, we can triangulate and we can actually locate the fire so we can give this ignition point to the first responders". Driscoll hopes to see ten times the number of cameras installed in five years. For him, it's more than just new technology, Driscoll says it's a faster way to protect buildings and people caught in wildfires, "in the old days wed have to send out engines or aircraft". Now, fire crews will be able look at the cameras online to see how sever the flames are before calling rigs to the scene. "We can scale our response up or down from the information on the camera". ALERTWildfire is funded by utility companies including SDG&E as well as Southern California Edison. 1162

  

SAN DIEGO (KGTV) -- A mistrial has been declared in the trail of the man accused in the disappearance and murder of his stepson.Tieray Jones was charged with the murder of 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April of 2002.Jones was facing several charges including 2nd degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not while 10 jurors found Jones guilty of involuntary manslaughter and two did not.RELATED: Stepfather facing trial in Jahi Turner murder?During the trial Friday, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. The District Attorney will now decide whether or not to retry Jones. Jones reported the boy missing, telling police Jahi wandered off. Jahi was in Jones’ care while the 2-year-old’s mother was on deployment.A countywide search followed with thousands of people looking for the young boy in the park and Golden Hill neighborhood.People also searched the Miramar Landfill, but Jahi was never found. Jones was arrested in North Carolina and charged in the death in April of 2016.Jones faces 25 years to life in prison.  1232

  

SAN DIEGO (KGTV) - A Harley-Davidson owner is hoping for leads after his motorcycle disappeared from a mall parking lot in Mission Valley.Sebastian Rudi, who works at Westfield Mission Valley, was expecting to see his newly purchased 2002 Harley after his shift ended around 10 p.m. Saturday. Instead the bike that was parked in the underground lot, feet from the ramp into the mall, was gone."A little panic ... mixture of anger and pure disappointment," said Rudi.MAP: Track crime happening in your neighborhoodThat may actually an understatement. The ,000 bike he bought in April was his pride and joy."I spent my entire life wanting a Harley. Spent every cent to my name on a Harley. Everything that I had going for me was pretty much relying on that bike and now it's gone," said Rudi.Gone and with few clues. He says the few cameras in the area don't face where his bike was parked. According to Crimemapping.com, it's the second vehicle theft since January.At Fashion Valley mall, there have been 11 vehicle thefts in the immediate area since December. Rudi points out thieves must love one fact about the vehicles of many shoppers and workers."They know it's going to be there for awhile, throughout the day," said Rudi.Rudi regrets not immediately installing all the security he planed, including wheel locks and a GPS locator.
