SAN DIEGO (KGTV) — An explosion of COVID-19 cases across California has many businesses once again changing how they operate.But not by choice. The changes come after most counties find themselves in the state's most restrictive purple tier.San Diego County's move to the purple tier means back to takeout and outdoor only dining."I see red … Not in the black right now," says Terryl Gavre, owner of Café 222 in San Diego. "I've been here 29 years, this restaurant opened in 1992 … and I am doing less in sales than I was doing in 1992."Gavre's other spot, Bankers Hill Bar and Restaurant, is in what she describes as a hibernation period. Hunkering down and trying not to lose money.Those business decisions come with a cost."If we stay open, every month you watch the savings account go down, down, down," Gavre said. "We had 15 employees here pre-COVID we're now down to 5. So 10 of my staff members have been laid off. At Bankers Hill Bar and Restaurant, we had 40 people on staff."This week, 28 other California counties across the states moved back into the purple tier."My first thought was that's very frustrating. My second thought was immediately what I've been doing for the last eight months which is lying in bed awake thinking how are we going to pull this off," said Ryan Joiner, who owns Athlon Fitness & Performance in San Luis Obispo.The rules say fitness facilities located in purple tier counties can only operate outdoors.While some businesses have spent the last nine months treading water, the most recent frustration comes with the governor's Monday press conference and changes to the tier system, allowing counties to move back a tier after one week, not two.It drastically changed the makeup of the state and how many businesses across the state can operate."Counties can move back after one week, not just two weeks," Gov. Gavin Newsom said, describing the state hitting the emergency brake. "I'll go back so you can get a sense of where we were just a week ago and now again the purple throughout the state of California.""It's really frustrating for a lot of people and ya it does seem like he's moving toward a backdoor shut down order again," James Gallagher is a state assembly member in Northern California.Gallagher says the governor keeps changing the rules just as people are finding their footing from the last set of guidelines."I just think that this approach is the wrong one," Gallagher said.Gavre says the tighter the restrictions get and the longer they go on the harder for small businesses to keep going."A lot of people out of work right now going into the holidays and I don't know what they are going to do," Gavre said.The state has said the spread of COVID-19, if left unchecked, could quickly overwhelm our health care system and lead to catastrophic outcomes. 2824

SAN DIEGO (KGTV) -- America’s Finest City ranked high on a new list of best cities for jobs in 2019, according to WalletHub. San Diego ranked 28th out of 182 cities overall. Chula Vista also made the list, coming in 123rd place. According to the report, the national unemployment rate has fallen to an 18-year low of just 3.7 percent, while hiring also is up. College graduates are also beginning to see the benefits of the strong job market. According to the National Association of Colleges and Employers, employers plan to hire 16.6 percent more members from the class of 2019 compared to the previous year. Though San Diego secured a strong spot on the list, many cities ranked higher. SAN DIEGO (KGTV) - A San Diego pastor is reflecting Wednesday on his special personal connection with Reverend Billy Graham, who passed away at his home in North Carolina from natural causes at the age of 99.Early in his career in 1949, Graham delivered a sermon at the Forest Home Christian Camp in the San Bernardino Mountains.  Bob Botsford's father ran the camp. Nearly two decades later during one of Graham's return visits to the camp - an excited, 5-year-old Bob interrupted his sermon."I remember yelling out 'Hi Billy!' And he yelled back, 'Hi Bobby,'" said Botsford.By then, Graham had become a family friend."I recall bigger-than-life charisma.  He was the most gentle soul and most humble man I've ever met in my life.  He was bold yet caring," said Botsford.Botsford says Graham inspired him to become a pastor at age 24."His invitation was for a personal relationship with Jesus Christ and that's what I longed for," said Botsford.Later, it was Botsford who flew to a revival in Kentucky to personally invite Graham to return to San Diego. His last revival was in San Diego almost 30 years before. "He said, 'Let's see if we can make that happen," said Botsford.It did.  In May 2003, a record-breaking crowd packed Qualcomm Stadium to hear him speak."It was electric and just filled with hope," said Botsford.After the event, there was a surprise in the mail.  Botsford received a bible from Graham in the mail, which included a message: "Bob Botsford. God Bless You and Keep You.  Amen.  Billy Graham.""Definitely one of my most treasured possessions," said Botsford.A decade and a half later, he must say goodbye to his friend."I'm sad for the world because we lost the greatest communicator of the gospel, but I'm happy for heaven because Billy is finally home," said Botsford.Botsford is also remembering a legacy.  At Qualcomm Stadium that day, his own son met Graham."I saw my son's eyes light up," said Botsford.The meeting inspired his son, who is now a youth pastor at Botsford's church, Horizon Christian Fellowship in Rancho Santa Fe."Third generation. SAN DIEGO (KGTV) - A strong series of earthquakes struck Baja California Monday morning, but was felt throughout San Diego, according to United States Geological Survey data.The first tremor,was reported at 8:09 a.m. and was centered in San Vicente, Mexico -- about 93 miles south of San Diego, according to the USGS. The quake registered 4.4-magnitude.The jolt was followed by two more in quick succession at 8:30 a.m. and 8:31 a.m., both registering 5.2- and 5.1-magnitude respectively, USGS reported.No known injuries or damage have been reported.Various people reported feeling the quake all over Southern California, including numerous locations in San Diego, some as far north as Escondido and east in El Centro. 727
