The Environmental Protection Agency is widely expected to announce plans to change the definition of which waters in the United States are protected under the Clean Water Act on Tuesday -- a change President Donald Trump has been working toward since the beginning of his presidency.The EPA released a statement saying it would make a major water policy announcement on Tuesday.The announcement is expected to be a policy shift from former President Barack Obama's 2015 Waters of the United States regulation. Obama's rule changed the definition of which bodies of water the federal government had authority over to include streams and wetlands so that the government could ensure that those waterways remained pollution-free. It altered the definition from the initial one established by the EPA and Army Corps of Engineers in the 1980s.Obama's regulation was created under the Clean Water Act, which regulates discharges of pollutants into waters in the US. The country’s cybersecurity agency says the hacking campaign discovered earlier this month was “impacting” local governments, in addition to federal and state entities and businesses.In a statement this week, CISA said they are still tracking the “significant cyber incident impacting enterprise networks across federal, state, and local governments, as well as critical infrastructure entities and other private sector organizations.”However, the agency did not give specific examples or further details like how many state and local governments were impacted. "CISA expects that removing this threat actor from compromised environments will be highly complex and challenging for organizations."So far, several federal agencies, including the Treasury and Department of Energy, have indicated they were impacted, and Microsoft is reporting in a blog post more than 40 customers around the world appear to have been targeted in the hack.Multiple U.S. officials have implicated Russia in the hack. The Federal Trade Commission (FTC) is cracking down on glasses and contact prescribers who may try to stop you from shopping around.The FTC sent warning letters to almost 30 different eyeglass prescribers. The letters say the prescriber must give a copy of the prescription to the patient without them asking.They can't charge a special fee for doing that and they can’t force you to buy from them just because they did the examination.“However, there were a lot of prescribers that just weren't doing that,” said Linda Sherry, Director of National Priorities at Consumer Action. “If you asked for it, in most cases, you would get it. They also are required to post notices in the offices to say that you have a right to your prescription and a lot of prescribers we're not posting those notices.”Consumer Action is educating people on their eyeglass and contacts prescription rights. Sherry says prescriptions allow you to go online and to other eyeglass and contact sellers to shop for the best deal.Another thing she says to ask for, especially if you're shopping online, is pupil distance. It may not be on the prescription.“I had an experience where I asked for the pupil distance and was told that would be to put the pupil distance on, so I was like, ‘I've been coming here for three years and you've obviously measured my pupil distance, because I bought glasses from you.
