SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

SAN DIEGO (KGTV) -- San Diegans will soon have four new restaurants for dining along the San Diego Bay, as Mayor Kevin Faulconer joined Port of San Diego officials and The Brigantine Inc. for the ribbon cutting ceremony Monday for Portside Pier. Portside Pier is an over-the-water dining complex that has been years in the making. It will have four restaurants -- Brigantine on the Bay, Miguel's Cocina, Ketch Grill & Taps and Portside Coffee & Gelato. The dining complex replaced Anthony's Fish Grotto, a staple for 52 years along the bay. The dining complex is now owned by The Brigantine Inc. The restaurants are opening amid the COVID-19 pandemic. The design of the restaurants have plenty of outdoor space to seat about 500 people, with all social distancing guidelines in place. The complex has capacity for about 1,000 people, once pandemic restrictions are lifted. Portside Pier is the first of several projects along the waterfront, to improve and update the embarcadero. The coffee and gelato bar are already open. The other restaurants officially open on July 28. 1090

  

SAN DIEGO (KGTV) -- San Diego health officials Monday night confirmed the county’s first presumptive positive case of coronavirus. Dr. Wilma Wooten said the woman, who is in her 50s, tested positive after traveling overseas to an unspecified location and time."The case and exposure details are under investigation," Wooten said.The woman, a San Diego County resident, is in the hospital and is doing well, according to Wooten. Scripps Health officials confirmed that the patient is being treated at Scripps Green Hospital.Scripps Health also said: "As a cautionary measure, we have taken immediate steps to identify staff who may have been exposed and place them on home quarantine as appropriate with our full support, and we will provide additional staffing as needed. We are also assisting the county in identifying anyone not on Scripps’ staff who may have been exposed. If identified, the county will provide notification and manage those cases."Officials said Scripps Green and the nearby Scripps Clinic Torrey Pines are "safe for patient care and all appointments and procedures are continuing as usual at both facilities."RELATED: Santa Clara County announces first coronavirus deathHealth officials say at least one person in the woman's household is under self-quarantine. There were also "some healthcare worker exposure contacts" that are being investigated, but officials said there was no known general public contact at this time.Wooten did say that more cases are probably."It is not unexpected that we will have more cases of COVID-19 in San Diego, and we will report those to the public as they are determined," Wooten said.Watch the news conference on the announcement below: Also Monday night, the University of California San Diego announced that all lecture and discussion courses would be delivered remotely. “Starting in Spring Quarter, all lecture and discussion courses will be delivered remotely. In the context of our campus, this will mainly involve offering conventional courses via online teaching and learning tools,” the university said in a message to students and staff. All university-sponsored athletic events are scheduled to continue, but will now be “fan-less,” the school said. The university also asked students and staff to postpone or cancel all events or meetings expected to have more than 100 people. San Diego State University also announced that it suspended all spring break and summer study abroad programs. SAN DIEGO (KGTV) – San Diego police are asking for the public’s help in finding a missing 17-year-old boy with several health problems.According to police, Jeremy Jose Sanchez was last seen by his mother at their apartment on Aug. 23 at around 9 p.m. Police did not disclose what part of the city the boy was last seen.The teen suffers from vision damage, loss of hearing, and has active tuberculosis. Police said he takes medications for his conditions, but he left his home without them.Police said Jeremy was reported as a runaway juvenile at risk due to health conditions.The teen is Latino with a tanned complexion, 6 feet 1 inches tall, weighs around 146 pounds, and has brown eyes and black hair.Jeremy was last seen wearing a gray T-shirt, blue jeans, and white, red and black Jordan shoes.Anyone with information on the teen is urged to contact San Diego police at 619-531-2000 or 911. 902
