SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) -- Authorities are investigating after an inmate died at the George Bailey Detention Facility. According to the San Diego County Sheriff’s Department, deputies were notified that an inmate identified as 63-year-old Dennis Lee Curry needed medical help inside his cell on May 11. Deputies say when they arrived, Curry complained of pain to his head and chest, but had no visible injuries. Curry was taken to a local hospital where his condition worsened and he was placed on life support before he died on the morning of May 13. Following an autopsy, it was discovered that Curry died of natural causes. The Sheriff’s Department’s homicide unit was called in to investigate, as they do with all in-custody deaths. Curry was in custody for outstanding warrants related to prior DUI and drug-related charges, according to the department. 860

SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa.While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling.
