NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. NASHVILLE, Tenn. — A new piece of evidence in the case of a missing Tennessee 5-year-old indicates that Joe Clyde Daniels could still be alive.The boy disappeared in April and investigators have long presumed he is dead. But, his body has never been found. Scripps station WTVF in Nashville obtained photos of the letter that was sent anonymously to Joe Clyde's grandparents.The handwritten letter was postmarked out of Nashville. It was sent this week to the grandparents in Dickson, Tennessee. The anonymous writer claims Joe Clyde's mother, Krystal Daniels, arranged to give the little boy away."I believe Krystal got Joe's clothes, packed them into a bag... and left Joe on the side of the road," the letter says.The writer claims that he is alive and living in west Tennessee, possibly in Jackson. "If we could get Krystal to confess what really happened...with this case. I know it's a bizarre case," the letter reads. The letter goes on to name those involved. WTVF has chosen not to reveal the names because the individuals have not been named by police as part of the investigation. Jake Lockert, the attorney for Joseph Daniels — Joe Clyde's father who is charged in his death — confirmed the grandparents have turned the letter over to authorities. Investigators have yet to comment on the new evidence.  Police say Krystal Daniels had motive against Joe Clyde. Investigators tell NewsChannel 5 she was frustrated with raising a child with autism and was angry the family was forced to give away their dogs because of him.  The letter doesn't mention the child's father. Earlier this year, investigators said Joseph Daniels confessed to killing his son. However, his attorney argues the confession was coerced. To this day, investigators said Joseph Daniels has not been able to tell them what happened to his son's remains.   1940

The second debate, which would have been held town hall style, was canceled after President Donald Trump declined to participate when the commission announced the debate would be held virtually due to Trump's recent coronavirus infection.Who’s participating?The debate will be moderated by Kristen Welker, a White House correspondent for NBC News and co-anchor of “Weekend TODAY.” It will be Welker's first general election debate she has moderated, but she co-moderated the fifth Democratic debate during the 2020 primary season.President Donald Trump and former Vice President Joe Biden plan on participating in the debate. No other candidates, like Libertarian Jo Jorgensen, qualified to take part in the debate, based on the Commission on Presidential Debates’ candidate selection criteria.What will be discussed?The debate commission allows each moderator to decide which topics are discussed. Last Friday, Welker announced that the following topics would be addressed Thursday night: fighting COVID-19, American families, race in America, climate change, national security, and leadership.Earlier this week, Trump’s campaign manager, Bill Stepien, claimed the CPD had “promised” that Thursday’s debate would be about foreign policy and asked for Welker’s topics to be discarded. However, CPD responded and said “no debate in 2020 was ever designated by (the commission) as devoted to foreign or domestic policy."With that said, the president is expected to still grill Biden on his son Hunter’s business ties, as well as his foreign policy record in the Obama administration and as chairman of the Senate Foreign Relations Committee, The Washington Post reports.How will the debate be structured?After the first debate went off the rails, because the candidates constantly spoke over each other, the CPD announced changes Monday to “ensure a more orderly discussion.”As with the first debate, both campaigns have agreed to allow each candidate two minutes of uninterrupted time to make remarks at the beginning of each 15-minute segment of the debate. This time, however, “the only candidate whose microphone will be open during these two-minute periods is the candidate who has the floor under the rules,” the CPD said in a statement. Both mics will then be turned back on for an open discussion.What is being done to protect against coronavirus?The commission says Trump and Biden will again skip the traditional handshake before the debate starts and the audience will be required to wear masks.How can you watch?The debate will run for 90 minutes without commercial interruption.
