The People's Liberation Army (PLA) and the armed police shall energetically speed up the modernization of defense, resolutely safeguard the country's sovereignty, security and territorial integrity, and provide a mighty support for national interests and social stability, Hu said.     Hu, also chairman of the Central Military Commission, made the remarks at a plenary meeting of PLA deputies to the National People's Congress (NPC), the top legislative body. SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. The plant will eventually have six such units.     "It is the biggest energy cooperation project between China andthe United States," said Zhang Guobao, vice minister in charge of the National Development and Reform Commission and also head of the National Energy Administration.     "It will contribute to the human kind's peaceful use of nuclear power," he said.     China launched bidding in 2003 for its nuclear power stations of the third generation. Foreign companies including Westinghouse, France's Areva and Russia's AtomStroy Export are major bidders. The agreement also involves technology transfer to China.     Two of the four pressurized water reactors will be installed in Sanmen of Zhejiang Province and two in Haiyang City, eastern Shandong Province.     William Poirier, vice president of Nuclear Power Plants China of Westinghouse Electric Company, said China has a sound nuclear power security system with a strict supervision work.     He said he believed China can replicate the experiences of the third-generation nuclear power technologies and build more such stations.     China's mainland has 11 nuclear reactors at six plants, all on the east coast, with a combined installed capacity of 9.07 million kw.     To meet its fast economic growth, China plans to develop more nuclear power. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.

  

MEXICO CITY, Feb. 10 (Xinhua) -- Chinese Vice President Xi Jinping said here Tuesday that new efforts are needed to further promote China-Mexico economic and trade cooperation amid the current global financial crisis.     Xi, who is here for a three-day official visit to Mexico, made the call in a speech at a luncheon hosted by Chinese and Mexican entrepreneurs.     Xi hailed the rapid development of bilateral economic and trade cooperation, saying it plays an important role in China-Mexico ties and has brought tangible benefits to the people of both nations.     China and Mexico should make new efforts to maintain the good momentum of such cooperation in order to tackle the challenges brought by the ongoing financial crisis, he said.     To this end, Xi proposed promoting bilateral economic and trade cooperation from a strategic perspective, improving the service of both governments, promoting cooperation in key fields, bringing into full play the dominating role of enterprises, and expanding cooperation in world economic affairs.     Mexican Secretary of Foreign Relations Patricia Espinosa Cantellano said in her opening speech at the luncheon party that both Mexico and China are facing new challenges under the current financial situation, thus "solidarity and closer cooperation" are very important for the two countries.     She also called for more bilateral exchanges in all fields, "not only political and economical, but also social and civilian."     The luncheon party was held on the sideline of the 19th Plenary Meeting of the Mexico-China Business Committee, which was started here Tuesday and brought together representatives from big companies in Mexico and some 20 Chinese companies.     The meeting aims to boost bilateral investment and commercial exchanges between China and Mexico, according to Fernando Ruiz, technical director of the COMCE.     Ruiz said mutual investment between China and Mexico has large room for improvement.     "There are great opportunities for Chinese investors in Mexico in different sectors, like automobile, construction and energy."     In November, at the Asia Pacific Economic Cooperation Forum held in Lima, Peru, Mexican President Felipe Calderon said China had offered great possibilities for his country as the global financial crisis unfolded.     Mexico registered an economic growth rate of only 1.8 percent in 2008, the second worst performance among Latin American countries after Haiti.     The United States was Mexico's largest exports destination, taking 89 percent of all its exports. But the ongoing crisis has forced the Mexican government to seek alternative markets.     In December, Mexico's Deputy Foreign Minister, Lourdes Aranda, said his country was concerned about its declining exports to the United States, and its ties with China "were very important."     According to data from the Chinese Commerce Ministry, commercial exchanges between China and Latin America grew 50.9 percent from January 2008 to January 2009.

  

BEIJING, April 5 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Sunday held phone talks respectively with U.S secretary of state and foreign ministers of Russia, Japan and South Korea on the Democratic People's Republic of Korea's (DPRK) launching activity.     China has noticed the DPRK's announcement of having launched an experimental communications satellite and taken note of the concerns expressed by the relevant parties on this issue, Yang told his counterparts of the U.S., Russia, Japan and South Korea Hillary Clinton, Sergei Lavrov, Hirofumi Nakasone, and Yu Myung Hwan.     China, as a close neighbor of the Korean Peninsular, has always been committed to safeguarding peace and stability on the Korean Peninsular and in the Northeast Asia region, Yang said.     The Chinese government lately has reiterated its stance on solving the issue through dialogue and consultation and opposing any actions that could complicate the situation and escalate tension, he added.     To push forward the six-party talks, build a nuclear-free Korean Peninsular and maintain peace and stability in Northeast Asia are in the interests of all parties concerned and also the common aspirations of the international community, said the Chinese minister.     He said the Chinese side urged all relevant parties to show restraint and avoid any moves that could further increase tension in the region.     China will address the current situation in a responsible and constructive manner, Yang said, noting that China is willing to communicate with all parties concerned to solve the issue properly.     China will join efforts with other parties to advance the six-party talks and safeguard peace and stability of the Korean Peninsular, he added.     Russian, Japanese, South Korean foreign ministers and the U.S. sectary of state also expressed their countries' willingness to continue exchanges of views and consultation with China on the issue.
