SAN DIEGO (KGTV) — While many holiday events will go on this season despite the pandemic, one San Diego tradition is taking a break this year.The San Diego Bay Parade of Lights, scheduled for Dec. 13 and 20, has been canceled this year. Organizers said the decision was made due to the rise in coronavirus cases."We are sad to announce that due to the rise in COVID-19 cases, this year’s San Diego Bay Parade of Lights is cancelled," a statement on the parade's website read. "We are disappointed that the parade cannot take place this year but we would like to do our part to minimize the spread of the virus. Wishing everyone a safe and happy holiday season. See you next year!"The parade, which was looking forward to its 49th year, routinely brings crowds of more than 100,000 San Diegans to the bay over two weekends to watch as nearly 100 boats sail through the bay, decked out in colorful lights and decorations."Our number one priority is safety and this year large crowds associated with the San Diego Bay Parade of Lights are not advisable due to the Covid-19 pandemic," said Parade Chairman Larry Baumann. "We know how much our residents and visitors love the parade and this was a very difficult decision. But in consulting with Port, City, County and State experts, canceling the parade was the right decision."Originally, the parade anticipated changes due to the pandemic, nixing the parade's awards dinner due to public health orders.San Diego County was put into California's purple reopening tier this month, the most restrictive, amid a surge in coronavirus cases across the state. 1608

SAN DIEGO (KGTV) - What looks like a fire zone on a busy Ocean Beach street is a fraud, the City of San Diego confirmed to 10News Wednesday. The red curb at Abbott Street and Santa Monica Avenue got the attention of neighbors. Diana Webster has lived in the community for 66 years and said people have been getting active with spray paint. “On Friday, five scooters were parked in there and on Saturday, somebody had painted black where all the scooters should be parked. Sounds like there is some suspicious activity with spray cans, I guess so,” Webster said. “I think it’s pretty crazy someone got away with it,” said a neighbor identified as Rodrigo. The city said illegal red curbing happens regularly in parking-dense areas and the best way to take care of it is to report it through their Get It Done app. If the paint looks different than a typical red curb, it’s likely illegal, the city said. 910

  

SAN DIEGO (KGTV) -- When a car breaks down or a housing voucher falls just short, San Diegans can slip through existing safety nets and into homelessness. Supervisor Nathan Fletcher and members of the Regional Task Force on the Homeless announced a proposal Monday to address those shortfalls in traditional housing assistance through what’s called a “flex pool.”Based on models used in cities like Los Angeles and Chicago, the Flexible Funds for Housing Program would combine government and private funds, with fewer restrictions on who qualifies and how the money is used. RELATED: San Diego homeless count 2019: Data shows over 8,000 living on county streets or in sheltersThe result, supporters say, would be a pool of funds that can get people off the streets and into housing faster, and keep others from winding up on the streets in the first place.“This program has the opportunity to be a difference-maker,” Fletcher said. “Instead of one population, we can create a housing platform that can serve anyone who has a need and can allow us to move quickly.”The County Board of Supervisors will take an initial vote on the proposal Tuesday. If the board votes to move forward, staff would begin drafting specifics and negotiating with other government agencies to build and administer the fund.RELATED: 10News Exclusive: Father Joe discusses homelessness in San Diego“The development of a regional flexible pool frees us from the typical constraints of most housing subsidies and lets us operate with a whatever-it-takes mentality,” said San Diego council member and Regional Task Force chair Chris Ward.Supporters say too frequently, unexpected emergencies like a medical diagnosis or a car breakdown bring families to the precipice of homelessness, where traditional housing assistance isn’t built to help.“I don’t even want to tell you how many car repair emergencies have put people in the crazy position of having to choose between paying the rent and staying housed, and not fixing their car and not going to work,” said Community Housing Works CEO Susan Reynolds.RELATED: North County mom digs family out of homelessnessIn addition to car repairs, flex pool funds could be used to cover things like security deposits, past-due rent, and other obstacles to maintaining housing. The pool could also be deployed for broader housing strategies like master-leasing apartment complexes and creating a roommate-matching program, supporters said.The county has .5 million in homelessness aid funding that could be used for a flexible pool, Fletcher said. San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693
