SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. In other words, get in touch with admissions counselors and attend university events. Franek said many of those interactions can be tracked by universities over time. 1906

SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. Those who track the data said the numbers are drastically underreported. The program will be administered by Pathways. The free, confidential helpline is 1-833-YU-FIRST (1-833-983-4778). SAN DIEGO (KGTV) -- Neighbors in Ocean Beach and Point Loma are hoping new surveillance video will help arson investigators find whomever is responsible for a series of fires over the weekend. The video was taken from a yard near one of the fires. It shows a man walking in and out of frame then moments later, neighbors say, another fire stared. The fires all happened early Saturday morning within hours and just miles of each other. Arson investigators are calling the fires suspicious , all of them started in people's backyards. San Diego Police tell 10News they're still working to find out if the fires are related and also looking at the surveillance video to find out if the man in the video is a suspect. Detectives ask that anyone else with video, turn it over to the department. 799

  

SAN DIEGO (KGTV) — One of San Diego's most popular taco stops plans to expand across the county.City Tacos, which started in 2014 in North Park and added a La Mesa location in 2017, is preparing to open in four more locations around San Diego County. The shop is heading to Imperial Beach, Encinitas, Pacific Beach, and the Sorrento Valley area, according to City Tacos owner Gerald Torres."We've been expanding as rapidly as we can while being responsible," Torres said, noting when he used to open a store, he did so, "quietly and let people trickle in and take care of them."RELATED: List: San Diego's best Mexican restaurantsThe opening of the Imperial Beach location, however, will see a bit of a different welcoming. Free tacos will be given to the first 200 customers during its opening. In IB, the location will partner with local craft brewery Mike Hess to feature a 6,500-square-foot taco shop and beer garden just steps from the beach on Ocean Lane. Customers can expect many of the delicious taco creations found at other City Tacos locations, with the added benefit of pairing them with Mike Hess brews.To open, the IB stop will also offer tacos from local IB Street Tacos, including the carnitas, pollo asado and cameron enchilada tacos. Encinitas is set to open in two to three weeks, while the Pacific Beach location is about three months out.Sorrento Valley's stop is at least a year away, Torres added. 1882

  

SAN DIEGO (KGTV) - Portable restrooms to combat the hepatitis A outbreak are being installed in downtown San Diego for the homeless.The City of San Diego is providing restrooms, hand-washing stations and security guards to stop the spread of the disease.The restrooms will be cleaned twice a day.RELATED: How to tell if you have hepatitis AKen Slusher, a homeless Navy veteran, has used the restrooms twice since the City installed them on C St. and First Ave.Slasher is concerned the restrooms won’t be around long.Despite the 24/7 security, Slusher said he found a needle on the floor during one of his trips to the restroom.RELATED: Los Angeles hepatitis A cases linked to San Diego outbreak“It was already used, the cap was off, the needle was exposed.
