WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. VISTA (CNS) - An ex-con who stole a car with a 6-month-old baby inside from an Escondido shopping center pleaded guilty to felony auto theft and was immediately sentenced to four years in state prison on Monday.Anthony Guerrero, 31, entered his change of plea during a hearing at the Vista courthouse. He also admitted that he was convicted of robbery in 2009 and 2015, said Deputy District Attorney Nicolette Estrada.Dispatchers received a call from the baby's mother at 10:06 p.m. on Dec. 4 saying that her Mercedes-Benz sedan was stolen from outside a 99 Cents Only store at the Civic Center Plaza Shopping Center on North Escondido Boulevard. She said her 6-month-old child was in the vehicle.A short time later, a police officer spotted the Mercedes in a parking lot in the 1200 block of North Escondido Boulevard, less than two miles from the shopping center where the car was taken, said Escondido police Sgt. (KGTV) -- The Vista Unified School District confirmed that a student at one of its high schools tested positive for COVID-19.According to the district, a positive case in a student was reported at Mission Vista High School on Tuesday, resulting in about 130 students in the four classes the positive student attended to be placed into a 14-day quarantine. Those students will pivot to virtual learning.Staff members involved in these classes or who may have come into contact with the student were also quarantined, the district said."The student did not come into close contact with every student; however, since this is our first incident, we are proceeding with an abundance of caution," a district release stated.District officials said schools will reopen at normal capacity on Friday.The positive test comes just two days after Vista Unified reopened its schools for in-person instruction.Part of the reopening plan, known as “Vista Classic,” includes attempts to have social distancing as much as possible.
