(KGTV) — One lucky local struck it rich in a recent SuperLotto Plus drawing, winning a million jackpot.Victor Diaz purchased his SuperLotto Plus tickets from a 7-Eleven at 1601 East 18th Street in National City, according to California Lottery. Although his numbers were randomly chosen, Diaz said he had a good feeling when he saw two of his numbers were 3 and 16, relating it to the Bible verse "John 3:16."His numbers 3, 9, 23, 27, 35 and Mega number 16 ended up being the perfect pick, netting him the million jackpot.The 7-Eleven will also receive 0,000 for selling the winning ticket, the state lottery says.Although Diaz told the lottery he doesn't have plans for the money yet, he and his wife want to buy a house, donate to their church and charities, and start college funds for their children. NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. NASHVILLE, Tenn. — The man accused of killing four people and injuring others at a Waffle House in Antioch, Tennessee is not competent to stand trial, a judge ruled. Medical experts previously deemed Travis Reinking to be mentally unstable and unfit to stand trial. He appeared in court Wednesday where a judge ordered him to be placed in a mental health facility until he is competent to stand trial. He's expected to be moved this afternoon. Prosecutor Roger Moore said this hearing was to determine Reinking’s current state of mind – not his mental state during the shooting. Psychologist Rena Isen spoke with Reinking prior to the hearing and testified that he's not competent to stand trial, saying he's shown signs of schizophrenia.  782

Montgomery County, Maryland Police reported Laura Wallen, a pregnant high school teacher who went missing last week, has been found dead. According to Montgomery County Police Chief Tom Manger, Wallen's body was found in a wooded area in Damascus, Maryland. Police have arrested her boyfriend, Tyler Tessier.Tessier was present with Wallen's family during a press conference on Monday. Police had already identified him as a person of interest in the case. Detectives asked the family to invite him to speak as part of the investigation. During the press conference, Tessier pleaded for Wallen to come home."There's so many people, so people that miss you," he said Monday. "There's so many people that were out looking. We haven't slept, we haven't eaten. (KGTV) - National City Treasurer Mitchel Beauchamp is facing multiple charges of animal cruelty Tuesday, including unlawfully trapping skunks and opossums.Court records obtained by 10News indicate the San Diego County District Attorney’s office believes Beauchamp maliciously and intentionally maimed, mutilated, tortured, wounded and killed an animal.Beauchamp told 10News he had a pest problem. He invited our crew into his yard to show us the humane trap he had been using. He also showed the crew where animals were moving from the canyon into his yard.According to County Animal Services, residents are allowed to relocate skunks and possums within a mile from their homes using a humane trap. Experts say the best way to keep pests out of your yard is to keep the area clean and don’t set out food. They recommend you hire a humane professional or learn to live with the animals.Beauchamp could be sentenced to up to one year in jail if convicted on all six counts.  1007
