NATIONAL CITY (CNS) -  A pedestrian was struck by multiple vehicles and killed while attempting to cross an Interstate 5 off-ramp in National City, authorities said Friday.The crash happened shortly before 8:25 p.m. Thursday on the Civic Center Drive off-ramp from southbound Interstate 5, California Highway Patrol Officer Jake Sanchez said.A man was attempting to cross the off-ramp from an unknown direction when he walked directly into the path of a Toyota Rav4 driven by a 33-year-old woman, Sanchez said. The man was then struck by two other vehicles, he said.The unidentified man was pronounced dead at the scene, Sanchez said. 652

Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up. But he also said law-abiding citizens have a right to protect their businesses or hard-earned personal property.House Bill 11 is now filed for consideration. NASA has long been able to check out Mars on the ground with rovers and landers and from far above with orbital spacecraft. Now, it wants to prove that it can sustainably fly around the planet's thin atmosphere at low altitude -- with a tiny helicopter.NASA announced Friday it will send the Mars Helicopter to the Red Planet with the previously announced Mars 2020 rover, set to launch in two years from Florida.The hope is that aircraft like this one -- flying mechanical scouts -- will eventually give scientists another vantage point from which to observe Mars.The helicopter will be mankind's first attempt to fly a heavier-than-air craft -- think helicopter or airplane -- in an atmosphere other than Earth's, the space agency said.Its mission will be to take five test flights after it lands with the rover in February 2021. 839

  

NATIONAL CITY, Calif. (KGTV) - National City Treasurer Mitchel Beauchamp is facing multiple charges of animal cruelty Tuesday, including unlawfully trapping skunks and opossums.Court records obtained by 10News indicate the San Diego County District Attorney’s office believes Beauchamp maliciously and intentionally maimed, mutilated, tortured, wounded and killed an animal.Beauchamp told 10News he had a pest problem. He invited our crew into his yard to show us the humane trap he had been using. He also showed the crew where animals were moving from the canyon into his yard.According to County Animal Services, residents are allowed to relocate skunks and possums within a mile from their homes using a humane trap. Experts say the best way to keep pests out of your yard is to keep the area clean and don’t set out food. They recommend you hire a humane professional or learn to live with the animals.Beauchamp could be sentenced to up to one year in jail if convicted on all six counts.  1007
