SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Thursday a dozen San Diego Public Libraries would reopen for the first time since mid-March, when they were shuttered as part of a state-wide shutdown order."Our libraries offer San Diegans a treasure trove of resources, whether its access to health information, distance learning, job searching or even just a book to pass the time, and we need them now more than ever," Faulconer said. "We're reopening our libraries with health and safety as the top priority while also expanding digital access to give residents more opportunities as we get through this pandemic together."The library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken and practice physical distancing when possible."Our libraries have been closed since March 13 and, although we have added pickup service and virtual programming, there is no substitute for welcoming patrons into our buildings," said Library Director Misty Jones. "While we are offering limited services when we reopen, our staff will be working diligently to expand services as quickly and safely as possible."According to the library, in order to protect the health and safety of staff and guests some services may be limited or modified by staff, including time limits for computer use. A full list of in-person rules and requirements can be found on the San Diego Public Library website."The city continues to prioritize the safety of all staff and guests as we fight through this pandemic, which is why we're opening in a phased and thoughtful way," said Joel Day, the city's senior advisor for COVID-19 response and recovery. "With enhanced sanitation protocols for every building, cleaning all equipment after each interaction, enforcing physical distancing and requiring face coverings, we have a plan that will allow residents to access these public resources while staying safe and healthy."With the pandemic shedding light on the urgency of bridging the digital divide, Faulconer also announced "SD Access4All" -- an initiative aimed at tackling digital inequity by expanding broadband access in San Diego. According to city data, an estimated 53,000 San Diegans lack access to reliable internet, a resource that has proven vital for distance learning, employment opportunities and access to public health information.The program creates patio areas at select library locations to offer free WiFi and plastic-coated laptop computers for public use in a physically distanced setting. Capacity and cleaning requirements for the in-person reopening will also apply to all SD Access4All locations.While additional locations are currently being retrofitted for this program, these services are currently offered at the Central, San Ysidro, Skyline Hills and Malcolm X/Valencia Park branches.In May, under the first reopening phase, city libraries began a contact-free pickup service at some library locations. SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. Anyone who might be able to help identify the perpetrators are asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online sdcrimestoppers.org. SAN DIEGO (CNS) - As part of its weeklong Spooky Spokes Week, the San Diego County Bike Coalition will host a series of Halloween-themed events Thursday throughout the city.From 9:30 a.m. to 1 p.m. and again from 2 to 5:30 p.m., bike enthusiasts can arrive at the Pacific Beach Library at 4275 Cass St. location for the "Halloween Spoketacular" event featuring bike maps, spooky backgrounds for photos and children's trick-or-treat bags.The weeklong Spooky Spokes event encourages cyclists to ride all week long and to learn about bike safety, biking as a solution to climate change and bike-friendly routes in the community during multiple special events.According to the San Diego Association of Governments, San Diego County has seen a 42% increase in bike trips during the pandemic. With more riders on the road and with daylight hours shortening, the bike coalition said it recognizes the importance of bike safety education in the community."Even though riders still need to take safety precautions, including physical distancing, everyone can still get out and ride in the community," a coalition statement said.During Spooky Spokes Week, running through Sunday, San Diego bike riders will get the opportunity to win prizes by riding and participating in events like the Spooky Spokes Trivia night and the costume contest.At 4 p.m., the San Diego County Bike Coalition is partnering with the California Office of Traffic Safety to invite all bike commuters in costume to receive free front bike lights at the San Diego Central Library, 330 Park Blvd. All riders on bikes can head to the San Diego Central Library where coalition staff will encourage safe, nighttime commuting with free bike light installation, tips and important safety information about riding in the dark.The annual bike light giveaway aims to increase the visibility of riders on city streets. This year, LightMeUp Safety Lights will be available for purchase, as will wheel lights. The first 10 people in costume to arrive will get one free wheel light. Suja Juice will also be offering cold-pressed juices to those in attendance.Finally, at 6:30 p.m., the coalition will host a panelist webinar about "Biking as a Solution to the Climate Crisis." SAN DIEGO (CNS) - Live Nation and the city of El Cajon Tuesday announced a Sept. 13 opening date for the recently renovated East County Performing Arts Center, which has been renamed The Magnolia.The 1,200-seat theater will open with "Countess Luann and Friends,'' a cabaret show starring Luann de Lesseps of "Real Housewives of New York City'' fame.Live Nation, which will operate, book and market The Magnolia, also confirmed future performances by Pat Benatar, Dream Theater, Patti Labelle and Art Garfunkel, among others, with dates booked through March 2020."This is a special moment for not only El Cajon but the entire San Diego region,'' said El Cajon City Manager Graham Mitchell.
