Roughly every 90 seconds, an American is sexually assaulted.“I turned around and saw that there was a man behind me, and he was holding a gun to me,” recalled Nataska Alexenko. “He said ‘This is loaded. Do as I say, or I will blow your brains out.’” On August 6, 1993, Alexenko became one of the estimated 600 people who experienced a sexual assault that day in America.“I just couldn’t believe I was still alive,” Alexenko added.Despite the unimaginable trauma, the then-college student found the strength to go to a hospital and have a rape kit done.“You are poked and prodded, evidence is collected from your body after you have just experienced something so horrific,” said Alexenko.Alexenko found comfort in the belief that her kit would be tested immediately. However, that didn’t happen in her case.“I had no idea my rape kit wasn’t tested,” Alexenko explained. “I had no idea until I got a call nine and a half years later.”However, after the kit was tested, her attacker was found. The delay of justice prompted her to look into how common this experience is for other rape victims.“What I found was gut wrenching,” said Alexenko. She found, at the time, there were hundreds of thousands of rape kits sitting in police evidence rooms around the country. Currently, there are still over 100,000 of those rape kits unopened and untested. That number doesn’t include a dozen states that do not report the status of their rape kits. “There is no other type of forensic evidence that remains untested,” said Karen Friedman Agnifilo, the Chief Assistant District Attorney in Manhattan. “It just doesn’t happen. This is the only one.”“There is no excuse not to test rape kits,” said Cyrus Vance, District Attorney in Manhattan.Their office not only apologized to Natasha Alexenko for the delay in her kit being tested, but they made a public commitment to never have a backlog again.New York City’s Office of Chief Medical Examiner began testing rape kits every day, and still does. The city has now become the leader in the national movement known as End the Backlog.New York City was able to end its rape kit backlog in 2003 but went on to provide funding to more than a dozen other states to help end the backlog there. Now, 55,000 rape kits have been tested, leading to hundreds of perpetrators identified.“It is about treating woman as equal in the eyes of the law,” said Vance. “And if you are not testing rape kits, then we are failing woman.”“Hopefully, one day, we will just look back and say, ‘never again’, but it really has to be a national legislative mandate that no kit can remain untested,” said Agnifilo. So far, a federal mandate like that doesn’t exist. “When I meet survivors whose kits haven’t been processed, and you just see the pain that they are feeling, I mean, how can you let them down?” said Alexenko, “How can you do that to someone who has gone through so much and truly just wants to make sure that the person who harmed them doesn’t go on to harm others?”Alexenko has a non-profit now called 3038

Special counsel Robert Mueller's 22-month investigation was an often-shocking story about what Russians, Trump campaign associates and others did in the 2016 election so their preferred candidate could win.Now that investigation is complete. And the public, the media and Congress are anxiously waiting to learn what more, if anything, Mueller uncovered, and how much Attorney General William Barr will make public.Mueller's office has been notoriously silent, choosing instead to speak almost exclusively through court filings -- and with Mueller slipping out of his office unseen on Friday afternoon with no public statement to make and no more indictments to bring. The only public message, through a spokesman, was that Mueller would finish his service as special counsel "in the coming days" and that the office would be closing. However, what Mueller has revealed in court has already told the story of Russia's ambitious and brazen attempt to interfere with the 2016 presidential election, the operatives who aided -- wittingly or otherwise -- in that effort, and the extent to which people around Donald Trump lied when faced with tough questions. 1165

Radio stations in New Zealand and Canada have dropped Michael Jackson from their playlists, following new accusations of abuse by the late pop star in the documentary "Leaving Neverland."In the two-part film, which began airing on HBO on Sunday, Wade Robson and James Safechuck accuse the singer of sexually abusing them over a period of several years when they were children. Jackson's estate has pushed back against the film, calling it a "public lynching," and is suing HBO, which shares a parent company with CNN, Warner Media. While some fans have taken to the singer's defense on social media, others have expressed support for his alleged victims, and have discussed feeling uncomfortable about listening to Jackson's music in the wake of the allegations. In New Zealand, multiple major radio stations have pulled Jackson's music from their airwaves, including commercial broadcaster MediaWorks."Michael Jackson isn't currently on any MediaWorks Radio stations' playlists," Leon Wratt, the company's director for radio, said in a statement. "This is a reflection of our audiences and their preferences -- it is our job to ensure our radio stations are playing the music people want to hear."Rival broadcaster NZME also will not be playing the late pop star's music. "NZME station playlists change from week to week and right now Michael Jackson does not feature on them," NZME entertainment director Dean Buchanan 1431

Prosecutors who dropped felony charges against actor Jussie Smollett over his report of a hate crime attack "have fundamentally misled the public on the law and circumstances surrounding the dismissal," an Illinois lawyers group said. The way Cook County State's Attorney Kim Foxx and her office resolved the case also was "abnormal and unfamiliar to those who practice law," wrote the Illinois Prosecutors Bar Association. The scathing statement, issued Thursday, follows claims by Foxx and her top deputy, Joe Magats, that "alternative prosecution," like the resolution brokered in Smollett's case, is not uncommon and is available to all defendants, celebrity or not. Smollet, 36, agreed to forfeit ,000 bail and complete community service in exchange for the dismissal of 16 charges alleging he'd orchestrated a fake racist, anti-gay attack on himself.Further, Foxx and her office "falsely informed the public" that sealing the criminal case was "mandatory," the prosecutors' organization said. And a special prosecutor should have been appointed when Foxx, citing familiarity with a potential witness, recused herself from the case, the group insisted.Meantime, Chicago's corporation counsel on Thursday asked Smollett to pay 0,106.15 to cover the cost of the investigation into his claims of an attack.Calls for an investigation growSmollett, who is black and gay, told police two men attacked him on January 29, yelling racist and homophobic slurs while striking him, police said. Smollett said the incident ended with a noose placed around his neck and bleach poured on him, police said.Chicago police investigated the case as a possible hate crime, then later said they believed the attack was staged by Smollett to bolster his profile and career. A grand jury indicted Smollett in March on 16 counts of disorderly conduct.Following the charges' sudden dismissal this week, officials from the statehouse to the White House have demanded investigations and additional consequences for Smollett.A state lawmaker said he'll introduce legislation to 2071

STEUBEN COUNTY, Ind. – A suspected car thief was arrested after authorities say he was caught using a homemade license plate, drawn in crayon on a paper grocery bag. On Thursday, Indiana State Police say troopers stopped to lend a hand to 20-year-old Joshua Anthony Lewis-Brown when they spotted him stranded along the I-80 Toll Road. Initially, officers found Lewis-Brown tending to a flat tire on a Toyota Corolla. The man said he was unable to change the tire and he was in need of a tow truck. Preparing to oblige Lewis-Brown’s request, police say troopers spotted the suspicious license plate on the car and began to investigate further. Officers ran a check on the vehicle identification number (VIN) and discovered the Corolla had been reported stolen out of State College, Pennsylvania, on Wednesday. They also found that the driver, a resident of Rochester, New York, had never actually been licensed to operate a motor vehicle in any state and was on probation for grand larceny. Lewis-Brown was placed under arrest and transported him to the Steuben County Jail, where he was booked and charged with possession of stolen property and operating without ever obtaining a license. He’ll be held on the Indiana charges before being extradited back to Pennsylvania to face local charges.Police say the stolen vehicle had been left unattended and unlocked with the engine running outside a Pennsylvania grocery store. The owner, wanting to keep his car warming in the cold weather, had run into make a quick purchase, only to find his car missing upon return, according to police. “In light of this particular circumstance, the Indiana State Police would remind all motorists that leaving your vehicle unattended with the engine running and doors unlocked, is never a good idea,” wrote police. “Auto theft is often a common occurrence during the winter months. This is especially true in our urban neighborhoods where we find a higher concentration of residents wanting to warm their cars unattended in the frigid early morning hours prior to the morning commute.” 2081
