SHANGHAI: Thirty intellectually disabled teenagers and volunteers from 18 nations and regions shared their friendship, joy and ideas at a forum held on Friday to fight stereotypes and spread the message of the Special Olympics.The 2007 Global Youth Summit, in conjunction with the ongoing Special Olympics World Summer Games in Shanghai, offered young people an opportunity to talk openly about their needs and expectations and seek ways to reverse stereotyped attitudes about those who are mentally disadvantaged .The 30 pairs of students each had a Special Olympics athlete accompanied by a peer from a middle school or college. The event also brought together adult celebrities from China and abroad to lend their support.At yesterday's summit, Piao Roubing, 17, an athlete from Northeast China, recalled her friendship with her partner, Zhao Xiaoyue, who now studies at a Shanghai university. After meeting at a community forum five years ago, the two have been in contact to share both their happiness and troubles."I was surprised when I received a short message from her one day to consult me about her pains in growing up," said the 19-year-old Zhao. "I feel I am very important to her and she encourages me to have the power and determination to change lives."Compared with many others, people with intellectual disabilities are more sincere and pure, Zhao said. "She once misunderstood my friendly roughhousing with other girls and offered to help me, which made me very impressed."Asked to describe her companion, Piao said the older girl was respectful, lovely and optimistic."She is a great sister," Piao said.The summit yesterday included a moving moment when Piao, with her eyes covered, was asked to identify Zhao among a group of individuals -- including movie star Colin Farrell -- by only feeling their hands.With little difficulty the girl recognized her friend's hand. "It's hard to describe very clearly, but the feeling (of her hand) is different."Participants at the summit also took part in interactive games, noting that the Special Olympics provides young people the opportunity to make an immediate difference in the lives of people with intellectual disabilities."I find friendship with my partner in basketball," said Serbian athlete Darko Boskovic.Global Youth Summits are held in conjunction with the Special Olympics World Games every two years. The inaugural Global Youth Summit was held in Anchorage, Alaska, the United States, during the 2001 Special Olympics World Winter Games.

The government has earmarked 6 billion yuan (4 million) to pay for energy conservation projects to be launched before the end of this year, a senior official from the top economic planner said Monday."The special funds will support 10 major energy-saving projects, such as reducing the use of petroleum and developing petroleum substitutes and green lighting technology. It is hoped these developments will help the country use less energy," Xie Zhenhua, vice-minister of National Development and Reform Commission (NDRC), said at the China Energy Saving and Emission Reduction Forum 2007."Incentives have been devised to encourage enterprises to save energy. Enterprises will receive financial aid according to the energy they can save while reducing emissions."Xie said the central government has also set aside an additional 2 billion yuan to compensate local governments and enterprises for eliminating excess production capacity in the latter half of this year.The government has set a target of reducing energy consumption per unit of GDP by 20 percent between 2006 and 2010, with annual cuts of 4 percent. WASHINGTON -- Financial systems in Asia appear well placed to handle the effects of the global financial market turbulence that broke out in July, said a report released by the International Monetary Fund on Friday.The report, Regional Economic Outlook: Asia and Pacific, explained that Asia was not at the epicenter of the recent turmoil, and markets and financial institutions in the region have been less affected to date than those in the United States and Europe."This reflects the relatively small direct exposure to US subprime mortgages and, more broadly, to leveraged and complex structured credit products, including by hedge funds," said the report.But it also warned that markets have begun to normalize somewhat at the time of this writing, although much uncertainty remains.The report expressed optimism about Asia's future economic performance, saying growth has been stronger than expected across much of the region, with domestic demand making an increasing contribution in a number of economies."China and India continued to lead the way, with high growth backed by strong investment, although the contribution of net exports to growth in China continues to rise," said the report."The pace of activity in the NIEs and ASEAN-5 remained solid, with strong investment in the former and strong consumption in the latter," the report added.The NIEs, or Newly Industrialized Economies, refers to Hong Kong and Taiwan of China, South Korea, Singapore. ASEAN-5 refers to Indonesia, Malaysia, the Philippines, Thailand, and Vietnam.China is expected to increase 11.5 percent in 2007 and 10.0 percent in 2008, while India is projected to expand 8.9 percent this year and 8.4 percent next year.The Asian economies as a whole will grow robustly at 8.0 percent this year and moderately to a still-brisk 6.9 percent next year, said the report.

WASHINGTON -- The special US envoy on Sudan affairs said Wednesday that important progress has been made toward peace talks on Darfur and China plays a "constructive" role in facilitating such progress."I am very happy with the role the Chinese are playing," Andrew Natsios said in a speech at the Center for Strategic and International Studies, a Washington-based think tank."It is a constructive role," Natsios said. "I think the Chinese are like a locomotive that is speeding up."With mediation by China, he said, the Sudanese government has accepted a UN Security Council resolution adopted in July to authorize a hybrid UN-African Union peacekeeping force for the Darfur region.He said the major obstacles to the peace talks now come from the rebel groups rather than the Sudanese government.In a related development, China's Special Representative on African Affairs Liu Guijin said in Beijing on Tuesday that China will send a military liaison officer to Sudan's Darfur.Liu, who has just wrapped up a seven-day visit to the United States and the United Nations, said China has informed the UN of its decision.China also pledged to send a 315-member multi-functional engineering unit to Darfur in early October, which would be the first batch of UN-AU peacekeepers in place, and China will stick to its commitment, Liu said.Liu reiterated China's constructive and unique role in finding a solution to the Darfur issue, saying China has provided much aid and help with regard to the reconstruction and development of Darfur."The US and UN both hold positive views on China's role in resolving the Darfur issue, and hope China will play a bigger role in this regard," said Liu.

He said EU foreign policy chief Javier Solana had made a statement on behalf of EU countries opposing Taiwan authorities' attempt to hold a referendum to move the UN for membership.
