BROADVIEW, Ill. – As the debate continues over whether it will be safe to return to school in the fall, some students are trying to stay engaged during the summer. For students with special needs, it can be especially challenging. Learning new life skills is about overcoming those challenges.From inside her home, special education teacher Rebecca Josefek begins her classes with meditation each morning.“We try to find one that would energize us and get us started for the day. But it's important for them to center to focus,” said Josefek.For the last six summers, the special education teacher at Proviso East High School has worked on an extended year program for high school students with special needs.“We prepare these kids for a productive life after high school,” said Josefek.Normally, the summer class is hands on, focused on life-skill building like cooking and gardening.Josefek says in-person instruction is critical to these students' development.But this year, like so many things, it’s almost completely online. For the nearly 7 million students with special needs, it can be especially harrowing.“It's scary and it's hard with the kids, because we've lost some kids, like they don't want to be on or they're on and they just don't want to be present, like they're just in the background,” said Josefek.Kamron Bell, a 15-year-old sophomore at Proviso West High School, has Down syndrome. Though this year the summer program has required adjustment, he’s taken the virtual learning in stride.“I like it,” he said with a smile.For Kamron’s mother, Alison Bell, not having the in-person instruction means she has to take on a more active role.“Kam had an aide who had a one-on-one aid when he was in school, so I took the place of the aid. I think it just kind of sitting next to him and making sure that he stayed on task and that they could understand him,” said the mother.No one knows what the long-term impact of distance learning will be on these students. Josefek says it’s been a tough journey already.“It's a challenge and I think they're missing a lot. So, they like their social interaction with each other and with us as teachers,” she said.Educators say there will likely be significant regression – a phenomenon known as the “summer slide.” And the longer students are away from traditional classrooms – the more pronounced that regression could become.It’s one reason Josefek hopes remote learning will be long gone by next summer.“I hope but we will continue this summer program whether we're online or we are in person because it's definitely a needed program for these students.” 2620

Based on public comments during the Kansas City Parks and Recreation community input sessions, it's clear that there is broad support for changing the name of an iconic fountain and parkway.It’s also clear that there doesn’t seem to be a consensus as to what the name of the J.C. Nichols Fountain and in Mill Creek Park, which is located just east of the Country Club Plaza, should be changed.Nor is there a timeline for considering any possible changes.Parks Board Commissioner Chris Goode proposed renaming the J.C. Parkway, which runs between the Plaza and the park north from West 47th Street to West 43rd Street, in honor of Dr. Martin Luther King Jr. at a June 9 commission meeting.He also proposed renaming the fountain to Dream Fountain, a nod to King’s famed “I Have A Dream” speech on the steps of the Lincoln Memorial.Several major Kansas City-area civic groups issued a statement in support of Goode’s proposed changes, but the Southern Christian Leadership Conference of Greater Kansas City said it doesn’t believe the parkway is an appropriate place to honor King.The KC Parks and Rec Board of Commissioners do not plan to introduce a formal resolution regarding a possible name change at its next meeting, which is scheduled for 2 p.m. on Tuesday, June 30.Currently, there is no timeline for when, or if, the board will address the possibility of renaming the fountain and parkway.The effort to rename the fountain is not new. Both houses of Congress passed a nearly 5,600-page bill late Monday night; the COVID relief package was combined with a massive .4 trillion government spending bill to keep federal agencies funded for the next fiscal year and set government priorities.The relief package contains stimulus checks up to 0 for individuals, help for small businesses and for renters. But the bill overall also contains funding for two Smithsonian museums, a statement on the reincarnation of the Dalai Lama and extending tax breaks for NASCAR racing in addition to other government priorities.Here are a few programs listed in the bill:Climate: Several smaller bills having to do with climate change and renewable energy were wrapped in the government spending bill and relief package. Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. There has been controversy recently because China has inserted itself in the selection process over who the next leader of the Buddhist faith should be.
