TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. Stores are unveiling their plans for the most critical days of the holiday shopping season.Here's a look at what major retailers have said about their hours for Thanksgiving Day and Black Friday. This list will be updated.JCPenneyJCPenney will open at 2 p.m. on Thanksgiving Day. Its stores will stay open until 10 p.m. the following day. Teachers are spending a lot of their own money to make sure their students have everything they need. But two crafty teachers turned to their communities to help offset the cost of the supplies. Jennifer Boyle-Taurman had several boxes of school supplies to unpack for this school year. But they weren't supplied by her school nor purchased from her own pocket. The Arizona Poison and Drug Information Center have seen a spike in alcohol poisonings and hospitalizations across much of Arizona.The center services all counties except Maricopa, stating it has never seen so many in one month.“We see dozens of these per year, but never 22 in a month with hand sanitizers being the source of these hospitalizations," said Dr. Steve Dudley, director of the Arizona Poison and Drug Information Center.Since June 1, it has received 22 cases related to people drinking hand sanitizer. The center said many don't know the poisonous chemical methanol is inside.Dudley explained if hand sanitizer isn't mixed just right, it can create the toxic compound.“With COVID-19 and everyone is rushing to be prepared and stay stocked on hand sanitizer that's a left shortage. So, that's opened the door for either whole making of hand sanitizer or other companies or manufacturers being able to step in and fill that need,” explained Dr. Dudley.Dudley explained the effects of methanol might not be apparent right away, but could be deadly over time.“Methanol itself is not very toxic, it's what the body breaks methanol down into that causes all the toxicity,” he said.Signs and symptoms of methanol poisoning include:NauseaVomitingBlurry or hazy vision that could lead to permanent blindnessSeizuresDudley explained the reason some drink hand sanitizer.“Unfortunately, you know, it's an alcohol substitute, just like we see people who drink rubbing alcohol and attempts to get drunk. And so again, the problem is you know people who are used to drinking this product.
