SANTEE, Calif. (KGTV) -- A man has been taken into custody following a carjacking Friday afternoon in Santee, according to the San Diego County Sheriff's Department.The incident started on the 9800 block of Mission Gorge Road around 1 p.m. when the suspect reportedly threatened to kill a 77-year-old woman and her family before hitting her, removing her from the car, and driving away with her purse and cell phone.Sheriff's deputies and La Mesa Police later found the suspect, Chris DiSalvo, 30, sitting in the stolen car on the 4600 block of Palm Drive in La Mesa. When he saw law enforcement, the department says he took off, crashing into a tree and running into a nearby apartment complex.DiSalvo was later found hiding in a stairwell and was arrested, the department says.According to authorities, DiSalvo admitted to taking drugs. He was given a dose of Naloxone and taken to the hospital.Upon his release from the medical facility, the department says he will be booked on several felony charges, including carjacking. 1035

(CNS) - Southwestern College holds a memorial event at its Higher Education Center in San Ysidro on Thursday to mark the 35th anniversary of the McDonald's shooting that left 21 dead and 19 others injured.The event featured a community resource fair, a memorial ceremony and a student artwork display at the college's Higher Education Center, which is located at the former site of the McDonald's restaurant. The center also has a memorial with 21 hexagonal pillars representing each of the shooting's victims."It opens up the wounds. You never learn to get over it," says Guillermo Flores, who lost his brother in the shooting. His younger brother David was 11 years old at the time. "You just learn how to live with that pain."The shooting is the seventh-deadliest mass shooting in U.S. history and was the deadliest mass shooting ever committed in the U.S. at the time. (KGTV) — One man was killed in a shooting involving a Border Patrol officer Friday near the Las Americas Premium Outlets.Just before 6 p.m., a Border Patrol agent assigned to the San Diego Sector shot an unidentified 30-year-old man in the area of Dairy Mart Rd. and Camino De La Plaza, close to the international border, according to Aaron Heitke, Chief Patrol Agent with United States Border Patrol in San Diego.Heitke said the man was illegally trying to enter the U.S. west of the San Ysidro Port of Entry.During the arrest, an altercation between the man and agent began, during which the agent fired his service weapon, striking the man in the torso, according to Heitke. The details surrounding what led to the fight haven’t been released at this time.The agent received minor injuries, according to San Diego Police. That agent is not being identified at this time, police added.At about 6:25 p.m., first responders pronounced the man dead, Heitke added. The victim has been identified but his name was not released. He was described as an adult Mexican national.SDPD officers were also called to the scene. Border Patrol told ABC 10News that SDPD will be handling the investigation.After SDPD's Homicide Unit completes its investigation, the U.S. Attorney's Office will review the case. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
