(KGTV) — California Gov. Gavin Newsom said that the state's counties will be allowed to reopen hair salons and barber shops starting Tuesday.Newsom said that the 47 of 58 California counties that have been allowed to proceed through Stage 2, including San Diego County, can allow hair salons and barbershops to reopen with modifications under their plans."Those counties will begin to allow for those kinds of operations with meaning full modifications with the appropriate protective gear, particularly face coverings that are so essential in that environment, sanitation requirements, and the like," Newsom said. Some things already being planned included face shields, masks, moving clients during hair appointments more instead of employees moving around the client, and getting rid of waiting areas."Our industry, specifically, is very well trained for this," Marc Kulch, owner of Salon on 30th, told 10News. "This is something we've always had to do, so we're just intensifying it."After the announcement was made Tuesday, Kulch said there are still some questions about the guidelines. "I was wondering if we would be allowed to blow dry? I have not seen anything saying that we can't."Corinne Lam with Solatto Salon in Rancho Bernardo said they have spent thousands of dollars on PPE and safety equipment. They have already installed plexiglass between work stations and have a team training later this week on the new protocols."Anything we have to do, we are ready to do it. We're just so excited to be able to get back to making a living and getting our clients feeling better," Lam said. Newsom said Tuesday's changes do not include nail salons or similar personal care services and that the state is still working on putting together guidelines for those businesses."The issues there require a little more specificity," Newsom said in regards to nail salons.Guidelines related to summer camps, childcare, and schools are expected to be released Wednesday. (KGTV) — Border officials say 19 people were arrested after a panga boat was intercepted off the coast of Dana Point in Orange County on Friday.Crews say just before 1 a.m., U.S. Customs and Border Protection officials spotted a single-engine panga boat traveling out of Mexican waters with no lights and with multiple people on board. The boat was monitored moving north, until about 3:30 .m., when CBP officials directed San Diego units to the boat's location about 11 nautical miles west of Dana Point.Nineteen people, 18 adults males and one adult female who all claimed to be Mexican nationals, were taken into custody, CBP says. They were all turned over to Border Patrol for processing.“This interception exemplifies the unique air and sea coordination, vigilance and law enforcement capabilities of our highly skilled interdiction agents in keeping our coastal border safe,” Timothy Sutherland, with Marine Operations San Diego Air and Marine Branch, said. “The combination of expertise, technology and training were the key for the success of this operation.” 1076

(KGTV) - Chula Vista Mayor Mary Salas outlined the city’s recent accomplishments and layed out its future goals in her fourth State of the City Address Tuesday night. Salas went over the growth and achievements San Diego County's second-largest city has seen over the last year, including neighborhood revitalization and the approval of the Bayfront Project. During the address, Salas spoke about events that drew large crowds over the last year.Salas said the city’s Fourth of July celebration in 2017 drew a crowd of 15,000 while more than 35,000 people attended HarborFest on the Bayfront.RELATED: Port of San Diego, Chula Vista moves forward with bayfront developmentThe Mayor also spoke about growth happening in Third Avenue Village citing the Lemon Fest, Taste of Third and Village Summer Nights in June. A popular topic throughout California in recent years is infrastructure. (KGTV) - Authorities in Northern California have issued an arrest warrant for a former Southwestern College football player after he failed to appear in court in a sexual assault case.The Humboldt County Sheriff's Office said 25-year-old Raul Sierra failed to show up for two hearings, including one on March 7.The former Southwestern College and Humboldt State University student-athlete was arrested in 2016 for a sexual assault that officials say occurred in a campus residence hall at HSU in 2015.Sierra was charged originally with acquaintance rape “by use of drugs” in 2016 after taking a plea bargain. However, subsequent court records show that Sierra pleaded no contest to lesser charges of felony false imprisonment and misdemeanor assault in 2016.Court records show that Sierra is supposed to serve community service and undergo counseling through a court program.Sierra attended Castle Park High school before playing at Southwestern College and walking-on at Humboldt State University. 1031
