(KGTV) — Residents of East County's 50th Congressional District woke up to a new reality Monday: They no longer have representation in Congress. Congressman Duncan Hunter resigned after pleading guilty to a felony count of campaign fraud in December. "For two years now, we've had a member of Congress who didn't serve on any committees, and that's really where you help your district," said John Dadian, a political analyst who lives in Hunter's district. A 10News-Union-Tribune scientific poll released Monday is shedding light on who may have the best chance of taking over the seat. The SurveyUSA poll shows Democrat Ammar Campa-Najjar leading a crowded field with 26 percent of the vote. Three Republicans come next: Former Congressman Darrell Issa is in second at 21 percent, former City Councilman Carl DeMaio is at 20 percent, and State Sen. Brian Jones is in third with 12 percent. The margin of error for the question was 5.7 percent. "This is a strongly Republican district with a good number of Democrats," said Thad Kousser, who chairs the political science department at UC San Diego. "Ammar Campa-Najjar looks very likely that he'll advance to November, but there are even more votes out there for Republicans."In 2018, Campa-Najjar narrowly lost to Hunter, who was indicted about three months before the election. Dadian said the poll is a snapshot in time, which could change quickly now that the holidays are over and the March primary is approaching. RELATED: Rep. A bipartisan group of lawmakers introduced legislation Wednesday that aims to overhaul the way sexual harassment is treated on Capitol Hill, as fresh stories of misconduct involving sitting members of Congress have rocked Washington this week.Rep. Jackie Speier of California and Sen. Kirsten Gillibrand of New York, both Democrats, unveiled companion bills in the House and Senate to reform the sexual harassment complaint process on the Hill and boost transparency around the sensitive issue. Scott Peters described his trip to a migrant detention center near McAllen, Texas, as "stunningly depressing.""The single men were being held in a series of rooms, each built for say 8-10 people and I think they had 40 people in them ... The faces of these men just looking out with desperate looks through these windows, some of them shirtless, it's obviously very hot in those places," the Democratic congressman said of his July 13 visit.Peters described the stench from the facility due to the inability for the men to shower. He said another holding facility the size of a convention center, had women and children in rooms divided by chain-link fence. "For the small children there's a small area where they can have toys. There's a few tragic sights you see of four or five-year-olds who are unaccompanied," he said.He said San Diego isn't dealing with nearly as many migrants compared to Texas, "the night before we arrived they picked up 2,000 people."
