SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

While we may enjoy the sparkle and booms, your pets may run for their lives.“You don’t want to have them outside where all those loud fireworks are going off,” said San Diego Humane Society spokeswoman Dariel Walker. The organization sees a sudden spike in stray animals around this time of year, she said.Just like on July 4th, many pets who are terrified of loud noises run off in a panic. Walker suggested that owners prevent that by creating a calming environment for animals. “You can even even play music or have the TV on or have some noise in the background to drown out that loud sound of the fireworks,” Walker said. Walker advised pet owners to be prepared with a microchip in case they do run away. SAN DIEGO (KGTV) – Roughly 24 hours after stepping foot on Hawaiian soil, San Diego mother Christina Adele said that she and her family flew back home from vacation once Hawaiian state health officials had them quarantine after not accepting their negative test results.“I was in tears,” she told ABC10 News. She said that before the trip she checked Hawaii's entry checklist which requires a negative nucleic acid amplification test performed by a trusted partner, including CVS Pharmacy. She said that she and her family went to a CVS in Poway to get tested, which is where she said that she clarified with CVS staff that their testing would be adequate. “I said, ‘We're going to Hawaii. We need to make sure this is not an antigen or antibody test,’ and they assured me it wasn't,” she added.The family’s excitement quickly faded after their plane touched down in Hawaii. Adele said that Hawaiian health officials did not accept their tests and said that her family was instructed to quarantine for 14 days in their room at their resort.“[The resort staff said] if we see you out at all we're going to call the Hawaiian Police Department and you will go to jail,” she told ABC10 News. “I didn't pack much of anything for my son. I had some diapers and some things but I was thinking I was going to buy all that stuff in Hawaii.”She said her family couldn’t handle the quarantine so they flew back home the next day.“[I got] an email saying that [Hawaiian health officials] reread our COVID tests and they actually are valid and we could be immediately released from quarantine," she said a day after returning home.Part of the email reads: "Aloha, your COVID test has been read and you have been released from quarantine."“The whole ridiculous part is we had the negative COVID tests from the trusted partner,” she added.State health officials in Hawaii emailed the following to ABC10 News: 1901
