SAN DIEGO (KGTV) -- The migrant caravan is still over a thousand miles away but troops are getting ready to deploy to the San Diego Tijuana border. Locally, Border Patrol says they can’t answer any questions about the increased military presence, only that they are monitoring the situation. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV) - Too many young military families in San Diego are finding themselves trapped in mountains of debt, not knowing where to turn.It's a devastating problem that the nonprofit Support the Enlisted Project (STEP) is working to tackle."It's a real challenge, and I think we are setting these families up for failure a lot of the times," said Tony Teravainen, CEO and Co-founder of STEP. "Their wage with all their allowances, E4 and below, 100% of them are below HUD's low-income level."RELATED: San Diego woman climbs out of 3,000 debt holeTeravainen says families often don't ask for help until things have gotten really bad. STEP helps prevent roughly seven evictions each month for young military families. "As a country, we don't have great financial habits. And what we see is when families enter the military we put additional burdens on them, and a lot of times this pulls them further, further into debt. We ask them to move their houses every two to three years; service members can be deployed at least a third of the time."The goal is to get as many families in need into their Emergency Financial Assistance (EFA) Program.RELATED: Making it in San Diego: Millennials outpace Generation X in both total debt and long-term savingsThe EFA Program is a unique social-work and change-management based program that was specifically designed to move military and veteran families from a financial crisis to a lifetime of financial self-sufficiency. Each family gets a social worker who helps them create a budget and set goals for the future.Teravainen says 4,500 families have come through the program since it was created in 2012 and they have a 90% success rate."A success story to me is a family that can change their behaviors," said Teravainen. SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. Neither department has announced whether the man in custody is connected to the early morning carjacking. 2367
