FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

ESCONDIDO, Calif. (CNS) - Nearly three-dozen cats were taken in by the San Diego Humane Society after they were left behind inside a condominium in Escondido last month, the agency announced Wednesday.The property manager of a condominium complex in the 1000 block of East Washington Avenue called the group on Oct. 22 to report that one of the condo's tenants had abandoned the cats after being evicted, according to the SDHS.Officers from the SDHS' law enforcement division responded to the home and found 31 cats living in "unsanitary conditions" inside the unit, SDHS spokeswoman Nina Thompson said.The cats were taken to SDHS campuses in Escondido and Oceanside for extensive medical exams, Thompson said. One cat had to be euthanized and a majority of the cats were found to be suffering from numerous medical conditions, including upper respiratory infections, diarrhea, ear infections and heart murmurs.The remaining 30 cats underwent more than three weeks of intensive medical care and were in the process of being transferred to SDHS' rescue partner Love Your Feral Felines for recovery, Thompson said.The Humane Society encourages the public to report animal emergencies, cruelty or neglect by calling 619-299-7012. 1234

(KGTV) - City leaders voted Wednesday night to support the federal lawsuit against California's sanctuary laws. The Escondido City Council voted 4-1in favor of backing the litigation. In response to the discussion, immigrant communities in Escondido believe their leaders are out of touch."What's being discussed inside chambers is not representative of the values in my community,” said Lilian Serrano.Escondido Mayor Sam Abed, on the other hand, believes coordination with local authorities and ICE is critical to keeping Escondido safe. ENCINITAS, Calif. -- No dancing allowed. Sounds a little like the movie, “Footloose” right? Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. "And make it an enjoyable experience for everybody that comes out."The crackdown took place after the city received an overwhelming number of complaints from a number of area bars. Many Peabody’s fans have taken a stand by signing an online petition to let them keep dancing.You can find the petition here. Cardosa said dancing to music is a natural reaction, and found it hard to force her patrons to remain still. “We just don’t want to get in trouble if we’re dancing, or if someone starts moving around,” Cardosa said. “We don’t want to tell them that they can’t dance. It’s such a difficult type thing to explain to someone.”Kranz agrees. “I’ve been there before. and I’ve seen some dancing. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. We don’t want to be a dance venue,” Cardosa said. “I hope to have the support of the city behind us, and just you know, move on.”Cardosa said she will continue to host live music at the restaurant several nights a week, without dancing. ESCONDIDO (KGTV) - Employees of an Escondido golf course are frustrated and at their breaking point after their boss missed August 3rd's paycheck.UPDATE: Business owner paid employees missed and upcoming paycheck.Employes of the?Castle Creek Golf Course & Country Club said they heard their boss had a stroke on the first of the month and that was what caused the pay to be late. Employees were too afraid to speak on camera but said it wasn't the first time payment has been delayed.Golfers also said they've seen the course deteriorate since Osama Alkasabi took ownership in October.An employee said several people have already quit and some have their final day on the job this week.Alkasabi also owns two OAAI gas stations. Employees there vehemently defended Alkasabi but confirmed they hadn't been paid either. Employees there said Alkasabi had heart surgery."They missed only one, and that wasn't intentional," Alkasabi said over the phone. He blamed the delay on a car accident. "My car landed over the curb, and I arrived at the hospital here and had head surgery to make sure there is no bleeding, no fracture or damage," he said that happened August 1 off SR-78 near the Tri-City Medical Center in Oceanside.10News spoke with Oceanside Police and California Highway Patrol and neither have records of a crash in that area for the entire week.Alkasabi's gas stations are running out of gas. The pumps at Ninth Avenue and Centre City Parkway only had one kind of gas for sale.At the station off Midway Drive and Valley Parkway, the pumps were draped with caution tape.Alkasabi blames the prior owners."They did not renew or apply for the licensing permit from the APCD," he said.The Air Pollution Control District requires gas stations to maintain permits to operate. The permits must be renewed annually, and employees say Alkasabi has owned the stations for at least four years.Alkasabi made this promise to all his employees, "receive the check tomorrow by 1:15 p.m. for all three periods, although there is one period missing. So we're making a cushion for the next two weeks."He promised along with three paychecks, one for the missed cycle, one for this week and one in advanced, that he'll give each employee a 0 bonus.He also promised several improvements to the golf course and that gas will be available at his pumps soon. 2427
