LEMON GROVE, Calif. (KGTV) — The mother of a 13-year-old boy killed crossing San Miguel Avenue in Lemon Grove may sue the city for not making the street safer.Tanya Harris, whose son Trevon died in May, filed a claim against the city of Lemon Grove for allegedly ignoring continuing issues on the two-lane road. On May 3, Trevon was crossing the street after visiting a friend's house when he was hit by a car and killed. Tanya and Trevon's brother, Ty, who is only nine, arrived to see him lifeless on the asphalt."When I came up on the road, I immediately saw the body on the road," Tanya said. "When I pulled over, I ran out because I knew it was my child's body that was on the ground."Tanya says Trevon had an infectious smile and had dreams of playing professional basketball. Tanya and Ty are now in grief counseling, which Tanya said is helping.Meanwhile, San Miguel Avenue remains a two-lane road, and the area Trevon was hit doesn't have any speed bumps or stop signs. That's the basis for the claim, which accuses the city of ignoring the risks for years. "It has gravel all over it, and divots and pots, which causes drivers to skid and slide" said Rhonda Holmes, an attorney representing Tanya Harris. "More importantly, people are known to speed down that road."Lemon Grove City Manager Lydia Romero said the city can't comment on pending litigation. The San Diego County Sheriff's Department said its traffic investigator found no fault on the part of the driver, and that Trevon darted out into traffic. Tanya wants the city of Lemon Grove to install speed bumps or stop signs by next month, when San Miguel Elementary School starts. (KGTV) — Firefighters say a four-acre brush fire that ignited above a neighborhood on Saturday was sparked by a metal grinder.The Cordial Fire broke out at about on a hillside near Cordial Road and Avenida Del Charro just before 4 p.m. The fire originally began with moderate rate of spread before crews quickly stamped it out and prevented flames from threatening structures.Firefighters said the fire began after a metal grinder sparked dry grass."A small mishap can have disastrous effects, especially this time of year. LA JOLLA, Calif. (KGTV) - Four former students are suing the San Diego Unified School District and a former teacher, claiming he sexually assaulted them in high school. Team 10 investigative reporter Jennifer Kastner interviewed one of his accusers who says the school district failed to protect her. “When I was a senior at La Jolla High School in the year of 2003, I was sexually assaulted by my physics teacher,” says former student Loxie Gant.She’s one of the four women who are now suing the former teacher and the district, claiming the district had numerous opportunities to punish or report his behavior, but failed to do so.Attorney Mark Boskovich tells 10News, “The school district knew about these sexual assaults because the students reported [them]. This is not one of those cases where people didn't come forward. They did.”10News is not naming the former teacher because he has not been criminally charged.He declined to offer us any comment on the lawsuit.According to the suit, in 2003 two students reported that he put his hands down a female student's pants, but the complaint alleges that even after the district substantiated the complaint, it never reported it to the San Diego County District Attorney's Office or California Commission on Teacher Credentialing.The lawsuit states that between roughly 2003 and 2014, multiple female students, including Gant, reported being sexually assaulted by the same former teacher. Their attorney says he was allowed to keep teaching until he retired three years ago and now collects an annual pension of more than ,000.“I’ve been trying for years to get San Diego Unified to admit their faults and take responsibility for what happened,” adds Gant. LEMON GROVE, Calif. (KGTV) -- Two men were arrested Monday after the San Diego Sheriff’s Department says they reportedly beat a man with a metal pipe in Lemon Grove. Deputies say they received a call about a man bleeding in the street around 10:43 a.m. Monday at the 7200 block of Pacific Avenue. After arriving, police found the 43-year-old mad lying on the sidewalk with a head wound. Witnesses told deputies four men in a light-blue vehicle chased the victim to the location and beat him with a “long stick, and a metal pipe.”After contacting a group of men associated with the vehicle, a 25-year-old man identified as Terrell Millard admitted to the assault. Deputies say he was booked into jail. A 15-year-old also admitted to the assault. Deputies say he was charged and released. 795

La Mesa (KGTV)- It’s being called one of the most progressive marijuana ordinances in the county. The city of La Mesa plans to unveil its proposed rules this week. City leaders believe lifting limits is the key to defeating illegal pot shops. If passed, the City of La Mesa would be the first in the county to put forth an ordinance without a hard cap on the number of dispensaries within city limits. “We didn’t play that game,” says La Mesa City Council Member Bill Baber. “We’re basically saying they’re in our commercial areas, they have to be regulated, and the market itself will flush out how many get to exist.” Councilmember Bill Baber says the proposed ordinance would weed out illegal pot shops by operating a path to run a legitimate business. It’s a different approach than the one in Chula Vista. City leaders hope a limited number of legal dispensaries will drive customers away from illegal pot shops. Currently, there is only one legally operating dispensary within La Mesa city limits. “We’re proposing our dispensaries that have legally been selling medicinal marijuana to also move one step forward and to sell recreational. It’s the same product.”Under the new laws, the dispensaries will be taxed. The money will go to the city’s general fund. It will help with putting more officers on the street and shutting down illegal operations. Councilman Baber says the city estimates the new ordinance will bring in nearly million a year in city taxes. The funds will also be used to clean up old run-down buildings that once housed illegal dispensaries. “In 4 years our city attorney and our police have shut down 26 of these,” says Baber. West La Mesa Resident, Erik Egelko, says the boarded-up businesses are now bringing in squatters. Behind an old, illegal pot shop on El Cajon Boulevard sits old furniture, trash and the rancid smell of urine. “It just really turned into a slum,” says Egelko. “I see west la Mesa as having this incredible potential.” The La Mesa City Council will be reviewing the ordinance during tomorrow’s city council meeting.
